Some of the things that helped blacks 40 years ago are now obstructions
FORTY years ago this week, President Lyndon Johnson signed the Voting
Rights Act-and began to complete a process that should have been
resolved at Gettysburg a century earlier. After the civil war black
Americans were free to vote, but southern whites invented a myriad of
restrictions to stop them doing so, forcing them to pass impossible
literacy tests ("How high is high?") and threatening complainers
with the sack or much worse.
