Conservatives wonder why so many liberals don't just disagree with
President Bush's policies, but seem to dislike him personally. The
story of stem cell research may help to explain. Two years ago, Bush
announced an unexpectedly restrictive policy on the use of stem cells
from human embryos in federally funded medical research. Because
federal funding plays such a large role, the government more or less
sets the rules for major medical research in this country.

week probably is intended to have the same effect as the 1968 Tet
offensive in Vietnam: to convince Americans that their troops are
committed to a losing cause and must withdraw -- even if, in military
terms, that is not the case. Saddam Hussein, after all, is known to
have studied recent U.S. history for examples of how to defeat the
superpower, as have the Islamic terrorist groups also believed to be
operating in Iraq. The attacks so far carried out in Baghdad and
Fallujah, like those of Tet, pose no strategic threat to the U.S.
military presence in the country; they also pale beside those of 1968,
which cost the lives of more than 3,800 U.S. servicemen and 14,000
Vietnamese civilians. Still, the bombings have shocked Iraqis,
intimidated some would-be allies and strengthened doubts in Congress
and the public about the Iraq mission.

PRESIDENT BUSH has a legitimate beef against Senate Democrats over the
treatment of some of his judicial nominations. Democrats have kept
more than a few waiting for unreasonably long periods. They have
distorted nominees' records, and they have filibustered nominees when
they could not muster the votes to defeat them. While the White House
was initially frustrated by these tactics, it has apparently learned
-- with a presidential election year coming up -- to love the pain. A
good judicial nomination fight -- or two or three or four -- energizes
the GOP electoral base and lets the president wax wounded about
Democratic obstruction. Over the past year, Mr. Bush has begun
energetically fueling the fire by sending the Senate nominees
seemingly calculated to provoke Democratic ire.

a reply to my column of last week criticizing President Bush's policy
on stem cell research. The author was Jay Lefkowitz, Bush's chief
domestic policy adviser until moments ago. Even if you don't share my
obsession with this topic, Lefkowitz's article is interesting as an
illustration of modern Washington dishonesty. I do not assert that
Republicans are more dishonest than Democrats -- only that this

A YEAR AGO, federal officials said the government was nearly ready to
go ahead with military tribunals for detainees at Guantanamo Bay,
Cuba. Last May, a senior defense official said, "Pretty much, we're
ready to go." This week, Army Col. Frederic L. Borch III -- the chief
prosecutor for the planned trials -- declared, yet again, that their
start was "imminent." In light of the previous delays, this promise
should perhaps be taken with a grain of salt. The tribunals were
announced with much fanfare and controversy -- and no small sense of
urgency -- barely two months after the 9/11 attacks. Yet the
administration's urgency has waned -- no doubt partly because it has
discovered that indefinitely detaining Taliban and al Qaeda fighters
captured abroad is a lot easier than the messy process of trying them.
Nearly two years after President Bush ordered their preparations, the
tribunals are ever impending but never seem to arrive.

costly mission in Iraq. But the president deserves more credit than
that: Not only has he been talking about a political transformation of
Arab countries since before the war, but he's right to conclude that
such a project is vital to victory in the war on terrorism. "Sixty
years of Western nations excusing and accommodating the lack of
freedom in the Middle East did nothing to make us safe, because in the
long run stability cannot be purchased at the expense of liberty," Mr.
Bush told supporters of the National Endowment for Democracy on its
20th anniversary. His speech was notable for such forthrightness; the
president went on to say that "the United States has adopted a new
policy" for the Middle East and singled out, as countries that must
change, not just traditional U.S. adversaries such as Syria but allies
such as Egypt and Saudi Arabia.

MAHER ARAR, a Canadian-Syrian dual citizen, was on his way to Montreal
last fall on a flight path that took him through New York City.
Unbeknownst to him, he had been placed on the terrorist watch list,
and American immigration authorities detained him on his arrival in
New York. After reportedly concluding that they lacked evidence to
charge him with a crime, they decided to deport him. And faced with a
choice between democratic Canada, where he would presumably remain
free, and totalitarian Syria, which could be expected to lock him up
and torture him, authorities chose the latter. As a consequence, Mr.
Arar was locked up for 10 months until pressure from the Canadian
government secured his release. Now, back in his adopted country, he
alleges that he was savagely tortured during his months as an
unwilling guest of Syrian President Bashar Assad. His case has long
been a cause celebre in Canada, where many see in it evidence of
American arrogance and disrespect for human rights and for Canada.

THE SUPREME COURT agreed yesterday to consider whether federal courts
have any power over the military's war-on-terrorism detainees at
Guantanamo Bay, Cuba. The decision was something of a surprise. The
court's prior precedents make it clear that U.S. courts have no
jurisdiction over non-Americans detained abroad, and lower court
judges unanimously have deemed this case law as precluding their
review of the Guantanamo detentions. Any assertion of jurisdiction by
the courts would open a huge can of worms about where exactly to draw
the jurisdictional lines. Federal judges shouldn't be overseeing
foreign and military affairs. But the court's announcement yesterday
ought to be a wake-up call to the military.

The Bush administration constantly reminds us that the economic
recovery is gathering strength. Well, now the White House has a chance
to prove that it believes what it says. The World Trade Organization
ruled Monday that steel tariffs imposed by Bush in March 2002 are
illegal under global trade rules. If the president is genuinely
confident about the recovery, he will lift the tariffs rather than
provoke a senseless confrontation with some big U.S. trading partners,
led by the European Union.

THERE HAS BEEN little ennobling in the saga of Alabama Chief Justice
Roy S. Moore -- until last week, when a unanimous judicial
disciplinary court removed him from his job. Mr. Moore is a demagogue
who has made a judicial career not in his performance in the courts
but in his unconstitutional decoration of them. Most recently, he
gained national attention when he installed a huge granite monument to
the Ten Commandments in the Alabama Supreme Court building and then
defied a federal court order to remove the obvious violation of the

THE NEWS from Moscow last week went beyond the familiar theme of
democracy eroding. When authorities denied bail to oil billionaire
Mikhail Khodorkovsky, barred reporters and parliamentarians from his
hearing and kept two of his American lawyers from even entering the
country, Russian President Vladimir Putin was doing more than
trampling on the rule of law. He was grinding it gleefully underfoot
and saying he doesn't care who sees him doing so. He was revealing his
calculation that he can do just about anything inside his country and
pay no price with "allies" such as President Bush. Sadly, there is
little reason to think that Mr. Putin has miscalculated.
