If the 2004 presidential contest between President Bush and Sen. John
F. Kerry turns out to be as close as many political observers
anticipate, Americans should brace themselves for the possibility that
the candidate who wins the popular vote will again fail to capture
enough Electoral College votes to triumph.
That's right -- 2004 could be another "misfired election," which is
what we political scientists call those races that end with such a
split result. But here's the twist: This time, Bush could be the
candidate on the losing end of the equation.
