AS a profile in courage, Wendell Willkie inclined toward the rumpled
and plump, and as a dark horse he finished out of the money. Still, his
dash around the American political track in 1940 remains a grand,
inspiring story. A new telling of it by Charles Peters, founding editor
of The Washington Monthly, proves charming and instructive, as well as
antidotal. It's a healthy thing for the vast readership of Philip
Roth's novel ''The Plot Against America'' to be reminded of how, in the
event, the Republican Party did not choose Charles Lindbergh, that
tormented America First-er, to oppose Franklin Roosevelt's drive toward
a third term, but rather an ebullient interventionist, ''the most
dynamic Republican nominee,'' as Peters puts it, ''since the other
Roosevelt.''
