You could buy a sheet of the newer glow in the dark "paper" and hang a
focused UV light to get that effect on a small scale. On the large scale you
could buy the glow powder and top a table with it.
Here is a source for the powder with an example of a bit more, shall we say,
mundane, use for it http://www.extremeglow.com/glowpowder.htm
This new stuff, on a fully charged 8x11 sheet is bright enough to read by
for quite a while and will glow all night.

Any number of them.
I have an pull over of an old woman, big nose, warts etc and found that a
cylume stick in the forehead does wonders for it.
You could do the same with cut out eyes behind a mask.
Warning. I had to take the mask off when I was out with little kids. It
scared them to tears, but on the streets of Chico, Ca people though it was
cool and that says a lot for the costume.
