weapons in Cuba. Bush wants to place an anti-ballistic
missile (ABM) system in eastern Europe.
An ABM is effectively an anti-aircraft missile for use against
other missiles, similar to the way the Patriot missiles were

I agree that Putin's objections have more to do with politics than
security. Many in Russia bemoan the loss of Russia's superpower status
and blame Putin and his predecessors. Some are former Communists
officials, some are right wing nationalists. To placate them Putin,
feels the need to appear tough in international politics.
I'm sure that the whole question can be solved by diplomacy, but Bush is
acting like a spoiled child. If he can't have things his own way, he
gets stubborn and acts up even more.
