The 1880 Census is free of charge and can be found at www.ancestry.com, or
www.familysearch.org or www.genealogy.com, of course the 1890 Census was
mostly destroyed in a fire. Other than that, all other U.S. Census reports
from 1790 to 1930 can be access either through a subscription to an
organization like www.ancestry.com, www.genealogy.com, or others, or by
researching at the National Archives. www.ipums.org has the data for the
1850 Census which you can create a data extract for.
I've personally been doing genealogical research, both for myself and for
others, as a hobby for the last 30 or so years and have occasionally gotten
lucky enough to get back to the fourteenth century, and once back to the
thirteenth century along a family line. I've never once ran into a mother
that had children at that age of twelve. A few fourteen year olds, plenty
of fifteen and sixteen year olds, but not a single thirteen or twelve year
old. If it was as common as Duke says, then one would imagine I would run
into at least one case in all the thousands of people I researched.

IPUMS has all of the available census data at the individual level for
free.

birth. Never mind that for a good portion of the female population the
onset of menstration occr after 12.

For the 1850 Census, the IPUMS databse has the variables "Sex", "Age"
and "Age of the oldest child".
Those 3 variabales will get you more or less what you are looking for.
