"America's children must also have a healthy start in life. In a
new term, we will lead an aggressive effort to enroll millions of poor
children who are eligible but not signed up for the government's
health insurance programs. We will not allow a lack of attention, or
information, to stand between these children and the health care they
need." (President George W. Bush, Republican National Convention,
September 2, 2004)
And then:

allies that he compromise with Democrats on legislation to renew a
popular program that provides health coverage to poor children, saying
that expanding the program would enlarge the role of the federal
government at the expense of private insurance.
"The president said he objects on philosophical grounds to a
bipartisan Senate proposal to boost the State Children's Health
Insurance Program by $35 billion over five years. Bush has proposed $5
billion in increased funding and has threatened to veto the Senate

In part. The insurers who took up part D are quite happy with it and
still selling it. They can include or exclude whatever drugs they want.
If Part D had been price controlled and managed the way that medical and
hospital care are, the whole thing would cost taxpayers about half of
what it does under the current arrangement.
