series on proliferation will not rely on a term that has appeared in all
previous assessments. When Deadly Arsenals hits the streets on July 12
(just slightly ahead of the new Harry Potter book), it will no longer
use the expression “weapons of mass destruction.” The phrase confuses
officials, befuddles the public, and justifies policies that more
precise language and more accurate assessments would not support.

Secretary of State Condoleezza Rice will visit four Asian countries from
Friday through the following Wednesday, July 13, to discuss North
Korea's nuclear program and other issues, the State Department announced
today. Ms. Rice will travel to China, South Korea, Japan and Thailand,
said a department spokesman, Sean McCormack.
"During her stops in each country, Secretary Rice will meet with senior
government officials for discussions of political and economic issues of
bilateral concern, as well as global and regional matters of mutual
interest such as the North Korean nuclear issue, cooperation of fighting
terrorism and transnational crimes, and tsunami recovery and
reconstruction efforts," Mr. McCormack said.
The issue of North Korea's nuclear ambitions would appear to be the most
significant item on the agenda, given that country's recent signal that
it was ready to resume negotiations as soon as this month, provided that
the United States treat it with respect.

The United States will never be able to resort to military means to end
the North Korean nuclear crisis, South Korean President Roh Moo-hyun
said on Thursday.
The standoff over Pyongyang's nuclear ambitions pits the world's most
stubborn country, North Korea, against the country with the strongest
voice in the world, the United States, and therefore a resolution is
inherently complicated, Roh said.
"But neither side has the freedom to take the situation to a
breakdown,'' Roh told senior South Korean journalists at the
presidential Blue House. "Under no circumstances can the North choose
nuclear weapons, and under no circumstances can the United States choose
military means," Roh said.

The fate of Iran's top negotiator in nuclear talks with Europe was
thrown into question yesterday, as conflicting reports arose on whether
he had resigned or would stay in his post. The future of Iran's
discussions with Europe has been viewed as key in determining relations
between the West and the government of the conservative president-elect,
Mahmoud Ahmadinejad.
If Hasan Rowhani, a moderate, has resigned, Ahmadinejad may select a
more hard-line team for the delicate talks. Iran's media have suggested
that a former Revolutionary Guards commander, Ali Larijani, might be
named to replace him. Larijani advocates taking a stronger position
against the Europeans for talks and probably would be a much tougher
negotiator. During his campaign, Ahmadinejad criticized Iran's
negotiators for the concessions they had made to the Europeans.

Iran has asked the U.N. nuclear watchdog to let it break U.N. seals and
test atomic equipment that has been mothballed under an agreement with
the EU's three biggest powers, a senior Iranian official said on Wednesday.
A U.S. official said it appeared Tehran wanted to violate its pledge to
suspend all activities linked to the production of enriched-uranium
fuel, a technology that can be used in either atomic power plants or
weapons. But the deputy head of Iran's Atomic Energy Organisation,
Mohammad Saeedi, said the move had nothing to do with the suspension of
nuclear activities it agreed with France, Britain and Germany,
representing the European Union.
"Iran's request to temporarily remove seals at some parts of the
Isfahan's (uranium conversion) facility is not related to the
suspension," Saeedi told Reuters by telephone. "We have asked the
(International Atomic Energy Agency) to let us remove the seal at some
parts of the facility in the presence of the visiting IAEA inspectors.
We want to test equipment there to check whether those are functional.
It does not mean lifting the suspension," he said.

A trio of outside experts commissioned by the Pentagon’s Missile Defense
Agency (MDA) has warned that the nascent ground-based strategic missile
defense system is bound for additional test failures and may not
function properly if its testing regime is not revamped and made a
higher priority.
Tasked last February with evaluating the system’s last three test flops,
the experts provided their findings to MDA head Lt. Gen. Henry Obering
in a Mar. 31 report, a copy of which was obtained by Arms Control Today.
The Independent Review Team included former NASA administrator William
Graham; Maj. Gen. Bill Nance, a former program manager of the
ground-based missile defense system; and William Ballhaus, president and
chief executive officer of The Aerospace Corp.
The three experts found that development of the missile defense system,
which is intended to protect the United States from long-range ballistic
missile attacks, has been driven by a White House schedule rather than
performance benchmarks. Administration officials say that schedule is
based on a growing missile threat. To better ensure the system will
perform as intended, the experts made several recommendations. They
urged MDA to prepare more rigorously for tests, establish more standards
and specifications for the system, boost ground testing, increase
accountability, and put quality assurance ahead of meeting planned
schedules.
