I feel a person has the right to decide what happens to his
property after his death. He can dispose of it as he wishes
(after all, it is his to dispose of) and the government should
not have the right to take part of it simply because the
origional owner dies and it is passed on to a new owner.
***** Yes, but its normal to pay inheritance tax - about 15% here.
People, as a rule, do not have rights after they are dead. That's
be- cause being dead interferes rather critically with your ability
to enforce your rights.
***** What about a testament - inforced by an attorney, does this not
constitute my rights after death?

The rate here in (after the initial exemption) is roughly 50%.

No, rights end with death. A will is a legal document recognized by
law that expresses your wishes and must be followed unless a legal
exception is received from a court.
