Put enough guns in the hands of people living in crowded conditions -
read ghetto - that are socially impenetrable or avoided by outside
members of a greater community and what is left is an expedient method
of resolving conflicts, real or imagined. And that value system is
both learned and passed on to the younger members of the ghetto. Those
conditions are often left unchecked and addressed only until the
greater community is effected. Stuff life that has been going
throughout the ages. In today's modern society, offenders members can
not be ostracized so easily as they are able to take their problem
solving methods elsewhere. Prisons are today's answer. Tomorrow?
Sort of vicious cycle.
