Himmler, a former chicken farmer..., was ruled by very
strong beliefs regarding the application of breeding
theories to humans-- by way of positive selection for the
"Aryans" and negative selection for their natural enemies,
the Slavs, Gypsies, and Jews.
He certainly wouldn't have trusted Nature to do the job,
for Nature had clearly proven incompetent,
given that the earth wasn't populated by Aryans only.
Not "incompetent," just a little lamentably slow and in need of
speeding up. Do you grant that artificial selection can get things
done faster than can Darwinian natural selection?

It sure could. Animal and plant breeders do it all the time. Nature, as
such, is as dumb as a bag of rocks. It takes Nature longer.

Which do you think "takes... longer"?:
a) intelligent human chemists and biologists creating biological life
starting simply with non-living matter, or
b) life coming from non-living matter apart from intelligence doing
anything with that non-living matter
