Note, returning to what Kaine said, that whether
one views war as a major variety of terrorism or
terrorism as a minor variety of war, one still can't
see why Kaine wants to treat terrorism and acts
of war the same way.

Euro, I much appreciate your trusting the full power
of interpretation of Kaine's assertions. Therefore, I'd
earnestly defend his position toward both varieties of
terrorizing effect against peaceful population, but on
a different scales. Because the magnitude of effects
of destruction of civil and economical infrastructures
by specially trained and bred for the same purposes -
army mercenaries, whose actions being supported
by not only ruling powers, but also sponsored through
diversion of general public's funds, national treasury
and political journalism of all sorts, - would certainly
differ from the effects of singled-out and disadvantaged
group of population, which is defending its own survival,
rather than benefiting policies of wealthy establishment.

Humvees, or calls in air-strikes. It doesn't have a high command, or
high security, or a high budget. The army that can defeat terrorism
does battle quietly, clearing minefields and vaccinating children. It
undermines military dictatorships and military lobbyists. It subverts
sweatshops and special interests.Where people feel powerless, it
helps them organize for change, and where people are powerful, it
reminds them of their responsibility." ~~~~ Author Unknown ~~~~
