Well, now, I can't really say for sure.
Like that mythical "true Scotsmans" or "real Christian," I've heard it
talked about, but I've never actually SEEN it?

I think he thinks that's the charter. Thing is, there are no charters in
the free.* hierarchy. The hierarchy was created to be an experiment in
"anarchy." The rules are, there are no rules. <g>
