blood there is no forgiveness," on what basis does Christ forgive
this man prior to the cross?
Mind you I'm not asking by what authority Christ can forgive, but
rather how it is that this occurs given His father's requirement that
blood must be shed.

Hello,
Jesus was born a Jew under the Mosaic law, and thus had to obey God's
laws. And he did. Yes for forgiveness of sins, God through the Mosaic
laws mostly required animal sacrifices. (Le 5:5-6:7)
But God certainly can ADD another provision for forgiveness of sins
any time He wants. And He did. Before Jesus shed his own blood as the
"the Lamb of God who takes away the sin of the world"(Joh 1:29; NASB),
God gave him permission to forgive sins. He didn't give permission to
any of the Scribes and other religious leaders to forgive sins, but
only to Jesus right at that time. Lu 5:24,
"But in order that you may know that the Son of Man has authority on
earth to forgive sins, He said to the paralytic "I say to you, rise,
and take up your stretcher and go home."" (NASB)
Also, the DEGREE of forgiveness was not the same as after Jesus' death
as the sacrificial "lamb". That paralytic man certainly sinned again
later. If he did before Jesus died, he would have needed an animal
sacrifice for those particular sins, according to the Law. But after
Jesus' death, those animal sacrifices were no longer needed. Col 2:14,
"having canceled the written code, with its regulations, that was
against us and that stood opposed to us; he took it away, nailing it
to the cross." (NIV)
