If there's such a thing as a "short answer" to the question,
I would say that the answer is Yes, immortal souls, "spirit-
persons", are eternally-inherent in every human incarnation,
both mortal, and immortal (to wit, Jesus was born immortal,
without sin, without any bad karma, as were all Sons of the
Living God before the Adamic Fall...at least that's what we
"old-school" Christians devoutly believe).
IOW, God's eternal memory (Gk. Mnemosyne; Skt. Akasha, etc.)
is forever-accessible to every spirit-person, whether (s)he
be mortally- else immortally- incarnate, or else temporarily
discarnate (soul-journing among the circles of Heaven & Hell).
Thus all of our past incarnate and discarnate experiences is
altogether the aggregate Sum total of our experience-to-date,
including our genetics, our family, our karma, our horoscopes,
our personalities and tendencies, our whole life ad infinitum.
As for what we conventionally call "ghosts", "hauntings", etc.,
spirit-people (and souls of all higher-vertebrates, I believe)
haunt either discarnate in the grounded, near-earth condition,
else in visitation whether discarnate or incarnate, the latter
in the dream state, or day-dreaming. Some do this consciously/
super-consciously: psychic mediums, psychic detectives, remote
viewers, clairvoyants, clairaudients, clairsentients, etc. etc.
Very rarely, active full-body apparitions of living (incarnate)
persons have been reported hundreds or even thousands of miles
from where they were known to be at the time, a "doppelganger",
typically associated with warnings, protecting loved ones, etc.
If I could take two more paragraphs to elaborate, I'd add that
I believe that the immortal psyche of every mortal human being
has mortally-incarnated possibly two thousand times, assuming
one mundane century per incarnation on the long-term average,
since circa 200,000 BC, i.e. including the time each soul has
spent discarnate in its ~2,000 interims between incarnations,
reckoning, of course, as we mortal humans reckon centuries in
the earth-plane, ergo 200,000 tropical years = 2000 centuries.
I believe that's why Jesus so often warned against hypocrisy,
since we've all assuredly "been there and done that", over the
long-count of our sinful, ergo mortal, human incarnations upon
this planet Earth. And because all souls are immortal, having
no ultimate beginning, and no ultimate ending, thus we've all
assuredly experienced an infinite number of incarnations over
the infinite past, in as many solar systems, and will likewise
continue to incarnate forever beyond the lifespan of Earth, and
likewise beyond the lifespan of this _entire_ Milky Way galaxy!
But that's just my personal belief with regard to incarnations
& our individual immortality as ever-developing spirit-persons.

neighbors who are not there, but are quite
alive & somewhere else.

something heavy -- and we had a substitute
teacher that day. She was really upset with me,
and not because I was late. She was upset because
she insisted that I had arrived early and then
simply didn't come in when the doors opened.
Why did she think that? Another kid insisted that
he not only saw me that morning, but talked to
me!
Another time was much more recent. A friend said
that he saw me at a store close to my house.
Problem was, at the time I was about a seven hour
drive from my home.
