Such groups are called NIMBY groups. In unmoderated Usenet, the proponent of
a NIMBY group cannot force those posting on a topic he doesn't approve of to
change their posting habits.
talk.origins is moderated. As far as I know, intelligent design isn't off
topic, so a NIMBY group wouldn't work there either.
