Matt Stewart blames the Boy Scouts of America for his lost
childhood.
"The first time I was molested was at the age of either
six or seven," Stewart told CBS News Correspondent Sandra
Hughes. "I was molested all the way up until I was 18
years old."
Stewart and his brother Tom were sexually abused by their
assistant Scout master.
"The nightmares are still very real, even 25 to 30 years
later," Matt said.
Former troop leader Bruce Phelps admitted under oath to
having sexual contact with one and then the other.
As part of a lawsuit against Phelps and the Boy Scouts of
America, the Stewarts' attorney, Tim Kosnoff, got an
unprecedented look inside thousands of secret files
through 2005.
"I was blown away," Kosnoff said. "It was staggering."
Kosnoff analyzed the numbers and came to this shocking
conclusion: Before 1991, "a Scout leader was being tossed
out for child molestation at the rate of one every three
days," he said. "Post-1991, the rate was one every two
days." That includes people suspected of abuse.

The Boy Scout organization in Colorado Springs has wasted
no time in distancing itself from a volunteer charged with
shocking behavior with his scouts. A Fountain police
report contains claims of "extreme" abuse of power. Johnny
Barmore is charged with sexual assault, and giving drugs
and alcohol to his scouts.
It's a case haunting not only the Boy Scout organization
but also, veteran investigators. Sergeant Jess Freeman is
with the Fountain Police department. He says, "People are
trusting their kids to go out, and see these people like
this. They take advantage of that. Yea, it's pretty
serious."
A Fountain police report lays out the sordid details. As a
scout leader, Barmore is accused of molesting a
13-year-old scout. In the report, he's also charged with
giving his underage scouts alcohol and marijuana. Sergeant
Freeman says, "The investigation showed that he was
allowing children to have alcohol and cigarettes in his
possession."
The date was June 12. Barmore apparently had a group of
scouts help him move from outside Colorado Springs to a
home on Firecracker Trail in Fountain. At one point he was
left alone with the young boy, who later claimed that was
when he was sexually assaulted.
Ian Lilien is the Scout executive for the Pikes Peak
region. He claims there were no red flags when Barmore
went through a background check. He says, "We sent all
registered leaders through a background check.
Unfortunately, nothing came up."
So, Barmore became a scout leader back in March. Barmore
is also a Sergeant First Class in the Army, and a veteran
of Iraq and Kosovo. He works in maintenance at Fort
Carson, a job he'll keep for the time being. Scout leaders
didn't wait to impose their sentence. Lilien says, "we
have 4,000 volunteers in the Pikes Peak council.
Unfortunately, there is this one leader that we quickly
removed from the program and will make sure he doesn't
work with boys anymore."

charges in Eau Claire county court.
Thomas Schye is charged with invasion of privacy and his
son Colin with five felony counts of possessing child
pornography. Both were local members of the Boy Scouts of
America, but have since had their membership revoked.

Former boy scout leader charged with sex assault
A former boy scout leader is facing sex-related charges
involving two boys in the 1980s in Nova Scotia.
Donald George Schweyer, 57, of Halifax has been charged
with sexual assault and indecent assault.
Schweyer was a boy scout leader for the Mill Cove area and
the offences are alleged to have occurred at Canadian
Forces Station Mill Cove.
2005, retiring at the rank of master warrant officer.
The charges result from a joint investigation by the RCMP
and the military.
The investigation began after Chester RCMP received a
complaint from a man who claimed he was sexually assaulted
when he was 12.
The investigation is continuing to determine if there
could be other complainants.

Criticism of Allen has focused on his response to a tip he
received in 1995, when he was director of a Scout council
in eastern Idaho, that Stowell had molested a 6-year-old
boy seven years earlier.
The Boy Scouts' operating manual at the time called for
Allen to immediately remove Stowell from the camp, add his
name to a national file of ineligible volunteers and call
the police if he found the allegation credible.
In what he later described as a "judgment call" in
testimony for a lawsuit, Allen didn't check with police,
child-welfare officials or the tipster himself. Instead,
he accepted the word of a local Mormon church leader, who
vouched for Stowell's fitness for the Boy Scouts.
