Fraud indictment names San Diego councilmen, Las Vegas club owner

SAN DIEGO Federal prosecutors on Thursday announced indictments
against three San Diego city councilmen who allegedly accepted
payments from a Las Vegas strip club owner and his employees in
exchange for political favors.
U.S. Attorney Carol Lam said the councilmen Ralph Inzunza, Charles
Lewis and Michael Zucchet accepted payments from Michael Galardi,
his lobbyist Lance Malone and a club manager, John D'Intino, who
sought to repeal San Diego's "no-touch" provision in adult
entertainment businesses.

The indictments handed down Thursday accuse Inzunza, Lewis and Zucchet
of fraud and conspiracy to commit wire fraud. Galardi, Malone and
D'Intino also were indicted on the same charges.
Accusations of extortion also were made against Inzunza, Zucchet,
Galardi, Malone and D'Intino.
In addition, Galardi, Malone and D'Intino face charges of
racketeering. An aide to Lewis, David Cowan, is accused of making a
false statement to the FBI.
The FBI raided the offices of the three councilmen on May 14. Search
warrants also were served that day at the Cheetahs strip club in San
Diego and two strip clubs in Las Vegas, all owned by Galardi.
Questions were raised about contacts the councilmen had with Malone, a
former Las Vegas police officer and Clark County commissioner who has
lobbied on behalf of Galardi's businesses.
Since May 16, a San Diego federal grand jury has met privately more
than a dozen times to hear evidence in the case, which focuses on
whether public officials were bribed with tens of thousands of dollars
in attempts to change city laws regulating strip clubs. A grand jury
also was meeting in Las Vegas.
City calendars for Inzunza, Lewis and Zucchet show that each met with
Malone in the months before the raid.

I did contact my council member who was not indicted (yet). If anyone
thinks that politics is dull, move to California. I don't know how
this will affect their schedule.

Thanks for that very interesting update.
Here's a list showing which current council members voted
on the lease, and how (Y means voted for the lease, N against, blank=
was not on council in Dec 2001). The lease vote went 6-3 to renew.
Indicted councilmembers marked with *
vote name
Y Scott Peters
Michael Zucchet* (was Y Byron Wear)
N Toni Atkins
Charles Lewis* (was Y George Stevens)
Y Brian Maienschein
N Donna Frye

At the lease renewal, all councilmembers spoke out against the BSA's
discrimination except for district 4 councilman Stevens (also a
minister), who is no longer on the council.
