the only certain way to ensure that Bush is not re-elected is to assassinate
him.

In November of 2000, incumbent Missouri Senator John Ashcroft was
defeated by dead challenger Mel Carnahan. In at least three instances
dead men have been elected U.S. Representatives. A dead President
elect might be a first, but a couple of men came close- William Henry
Harrison died four weeks after his inauguration, and James Garfield
was mortally wounded by a gunshot five months after his inauguration,
and managed to survive incapacitated two more months.

Presidents didn't do as much in those days... in fact they don't do as much
these days as people are led to believe...

In those days government was not so much "proactive" and things moved
at a leisurely pace. For example, during the "War of 1812", even as the
British were invading Boston and had war ships in the harbor itself the
Massachusetts legislature was idly debating whether the state should pay
to raise a defense or whether that was the Federal Government's problem,
what with Madison and the "War Democrats" wanting the conflict in the
first place. That attitude seems to have persisted through the term of Teddy
Roosevelt, but things rapidly changed around the time of the first World
War into the nervous and frenetic "modern" times. So Garfield was able to
sign "important documents from his death bed while his nurse patted his
forehead with a damp towel, in scenes right from "The Waltons".
