has little progress to report (and much failure) since the U.S. and
"allies" ousted the Taliban after 9/11. Jalai's often grim comments
are presented in an interview by Marc Kaufman of The Washington Post.
Among Jalali's remarks:
* Under President Hamid Karsai, the current Afghan government lacks
strength and "vision."
* The economy is "fragile and cannot be sustained without prolonged
international assistance."
* Availability of electricity and clean water is abysmal; just 6
percent of the people have access to electricity and less than 20
percent to clean water.
* Although $28 billion was pledged to rebuild the country at a Berlin
conference in 2004, "less than 30 percent" of that amount is actually
reaching the country.
* Reports that the U.S. and other countries are planning to draw down
their troops are having a negative affect on the population. "The
Taliban and some neighboring countries,"
Jalali says, "are playing a waiting game, saying the United States
will leave one day ...
saying, 'The Americans have the clocks, we have the time.' "
