According to the Washington Times, FEMA was there but the, well, read it yourself

Louisiana National Guard delivered three truckloads of water and seven
truckloads of MREs — short for "meals ready to eat." That's enough to supply
15,000 people for three days, according to Col. Jay Mayeaux, deputy director
of the Department of Homeland Security's Office of Emergency Preparedness.
Looks like the Louisiana National Guard might be responsible for the food and water.

Looks like the Louisiana National Guard might be responsible for the food and water.

The food and water was pre-positioned by FEMA. You see, FEMA doesn't
have trucks, drivers and such. They have communications, organization
and funds. FEMA has to work through others, such as the National
Guard and the American Red Cross.

which means that they stocked enough to cover 1.73 days, which does
sound consistant with the desperation that started to set in on weds
and became acute on thursday. of course, this doesnt speak about the
rest of the city's desperation.

Blanco formally requested help well before the hurricane struck due to
the recognition that local resources were inadequate to effectively
deal. FEMA responded positively as is their charter. FEMA takes charge
of coordination of relief efforts and has the authority to override any
state decision it deems necessary to carry out the mission. this chain
of command is a part of the local defense plan and if FEMA fails, then
the local plan fails. _Most improtantly_ FEMA did not just fail in the
sense that they tried their best and werre overmatched, FEMA actively
blocked relief, just as many units of the natl guard from other states
were delayed by the Fed for a suspicious 4 days.
