why are atheists excluded from consideration?

You might find your answer here:http://www.srmason-sj.org/council/journal/mar01/duncan.html
or here:http://www.masonicdictionary.com/atheist.html

--snip--

From Freemasonry's gentle standpoint, a God defined and limited
is not the Great Architect of the Universe. Only God unlimited by
definition; God without meets and bounds; God under any name, by
any conception, is the fundamental concept of the Fraternity, and
to believe in Whom is the fundamental requirement for
membership."

These excerpts most clearly demonstrate the vacuity of the eligibility
requirement. The phrase "unlimited by definition" means "undefined"
and hence, literally, "nonsensical." Leaving that aside, this section
is claiming that Freemasonry is more welcoming to the fundamentalist
Christian who shoots gynecologists, the Muslim who flies planes into
buildings, the Catholic who kneecaps Protestants in Belfast, the Jew
who incarcerates Palestinians for decades, and the Hindu who hires an
assassin to kill his son for marrying a woman of the wrong caste than
it is to a man who is an upstanding, charitable member of his
community but who lacks belief in any gods.

As my gamer friends would say -- "PWNED!"
You're wasted on these old farts, Jack.
