of one bureaucracy not knowing what another bureaucracy is doing.
And the bureaucracy reports to Bush, and that is with whom the
buck should stop.
The "left" is ignoring it for a very simply reason - everyone is
smirking and giggling, and that is best done in private. Sure it
is braindead - that is what makes it so funny. They'll fix the
problem once they get their act together.
But maybe we shouldn't but all that much on Bush's plate. We are
still trying to remind him of Osama bin Forgotten and Bush's
inability to catch the dude.

As Mark pointed out, it is a federal program administered by the
states. It is the federal government's responsibility to set the
rules as the program is federally funded, and the responsibility
for setting such rules ultimately ends with the president.
BTW, one article pointed out that the states at the top of the
list for giving viagra to sex offenders are New York, Florida,
and Texas.
I imagine this was going on when Bush was the governor of Texas,
so we can blame him on both counts, if you wish, instead of on
just one. Is that what you had in mind? :-)

Yes, "prescriptions." You see pharmacists just don't hand out
Viagra to any Medicaid recipient who asks for it. The
pharmacists fill prescriptions that are written by physicians.
Yet, no one seems to have asked any of the physicians who wrote
the prescriptions why they did so.
So, are physicians just handing out prescriptions like business
cards? Or were any (some, most, all) of the prescriptions
written as the result of a considered medical judgment? You
don't know, and neither do I. And the only way to find is to
ask the doctors, which apparently no one has done.
Is the recidivism rate higher or lower among sex offenders who
have received Viagra? You don't know, and neither do I. Could
such prescriptions really be doing any good? Well, it is
possible. There is a theory, you see, that many sex offenders
are inadequate in normal, consensual, adult relations. Drugs
that could help them be more likely to be adequate in normal
relations might indeed have a role in rehabilitation and
treatment. Was that the theory of any of the physicians who
wrote the prescriptions? Who knows? No one seems to have asked
any of the physicians.
None of the ED drugs, Viagra, Cealis, whatever that other one
is, you see, are true aphrodisiacs. None of them work to
increase sexual desire. They affect the circulatory system to
make an erection possible in some men. Obviously an erection
and sexual desire are not the same thing, otherwise there would
be no market for these drugs because no one would have the
desire to have sex unless he had an erection - in which case he
wouldn't need the drug. What is more, many - if not most -
sexual offenses having nothing to do with whether the
perpetrator has or can have an erection. Which brings us back
to the question: was the recidivism rate higher or lower or
about the same for sex offenders who received Viagra? You don't
know.
Political hacks like yourself love this kind of appeal to the
simple-minded. If physicians are prescribing drugs on any basis
other than sound medical judgment, then that is a problem that
needs some airing. But politicians substituting their political
judgments for the medical determinations of physicians is the
sort of thing that can, and will, bite back.
