Even before July 7, the government had been pressing ahead with its
controversial proposal to outlaw incitement to religious hatred. But it
would have found further justification in the surge in reported hate
crimes, mainly against Muslims, which followed the London bombings.
Supporters of the measure say it is necessary to close a loophole
whereby Jews and Sikhs are covered by existing race relations
legislation, but Muslims and Buddhists, for example, are not. Someone
who whips up animosity against people wearing beards and black hats
could face prosecution, but remain immune from it if their target were
people wearing hijabs.
