Bush invented the crisis in north Korea. No, he did not inherit it
from Clinton. Clinton talked the north Koreans into placing
EVERYTHING on the table. Everything. The nuclear program,
the missile program, *Everything*. Clinton successful talked
them into shutting down their nuclear weapons program.
No, Clinton *Did* *Not* fail. He succeeded. The north Koreans
shut down their nuclear program. No, the United States *Never*
upheld its end of the bargain. The Republican-controlled congress
refused to go along. Still, the north Koreans stuck to their end of
the agreement. They did not re-start their nuclear weapons
program.
The north Koreans only called an end to matters *After* Bush took
over and abandoned Clinton's diplomatic efforts. They re-started
their nuclear weapons program, and redoubled their efforts to
produce multi stage, long-range missiles that could carry their
nuclear weapons. They had ended the nuclear weapons program,
and had offered to end all development on the missile program,
but Bush refused to not only go along with the deals in place, but
refused to agree to a new deal that would have ended north Korea's
missile program.
They blamed Clinton. Yup. It was Clinton's fault that north Korea
had a nuclear program. Not one party involved blamed Clinton other
than the Republicans, but the Republicans blamed Clinton.
The south Koreans blamed Bush. That's why there was a rash of
anti-American protest in south Korea, the country we were supposedly
protecting. That's why the President of south Korea got elected on
an anti-American platform. Not because Clinton was any kind of
failure, but because Bush had undone six years of solid progress within
a matter of days of stealing the Whitehouse.
The Bush "Stance" is that north Korea is blackmailing the United States.
They're demanding food & oil in exchange for ending their weapons
programs, and that's blackmail.
Here in the real world, every nation on earth believes it has the exact
same "Right" as the United States. That is to say, every nation on
earth believes that, like the United States, it has the "Right" to build
nuclear weapons and long-range delivery systems. The United States
has no business telling any other nation on earth that it can't build
nuclear weapons, even as the United States sits atop a huge nuclear
arsenal.
If the United States wants a country to give up its "Right" to produce
nuclear weapons, the United States has to offer something in return.
That's north Korea's position. That's how the rest of the world sees
things. The north Koreans agreed to give the United States, Russia
and China a huge nuclear military advantage over them, in return for
badly needed food & fuel. Clinton agreed, and the north Koreans
stuck to the agreement, but the Bush administration threw it all away.
Bush ended all pretenses of an agreement with north Korea, *Not*
the north Koreans.
With hundreds of thousands of lives at stake here -- and that's just in
the opening minutes of a war in Korea -- Bush first created a brand
new crisis, then blamed everyone else. They blamed Clinton. They
blamed the north Koreans for breaking their agreement that the
Republicans never allowed the United States to honor. They lied. Bush
lied.
Nothing compares to this. Nothing. Nothing Clinton, Bush senior or
Reagan ever did can compare to this monumental failure on Bush's
part. Nothing. Bush created a crisis out of thin air, then blamed Clinton.
Bush has handed an answer, he inherited a diplomatic solution, yet
he threw it all away and blamed Bill Clinton.
