it provides a diverse campus, which is supposedly necessary for a proper
education. So, I would imagine that letting in unqualified students just to
improve the educational experience of other students is ok.
And, last time I checked, a new library does indeed improve the educational
experience of other students.

It sure helps to reduce preconceptions in those who actually get to meet
varieties of people they've never been exposed to.
(My freshman year, I roomed with a Kansas farm girl who was 1500 miles from
home, her previous maximum having been about 50 -- and that had been only once.
She'd gone to one, very small elementary school with other farm kids like
herself. One junior high -- same thing. One high school which was a bit bigger
and had some "townies," but still just one class of people. I'd lived in
half-a-dozen large American cities, been to probably eight or nine different
schools, all of which were racially and economically mixed, and had travelled
extensively. She was a devout fundie, believed everyone else was too, and knew
absolutely NOTHING about her own religion or anyone elses. She was as foreign
to me as I was to her. That year was painful at times, but very good for both
of us.)

So, I would imagine that letting in unqualified students just to
improve the educational experience of other students is ok.

To some degree, yes. The aim is to pick the ones that are underrated, that
probably have what it takes to succeed.

Yeah, not exactly a recent discovery that the kids of rich, prominent
alums have several admission "check marks" in their favor. But what if
Yale and Harvard were held accountable? Look at the damage done to the
world by giving a particular Yale and Harvard grad favored admission and
gentlemen's Cs. Would he be where he is if he graduated from Houston
Community College?
On second thought, forget it. We'd probably have President Jeb.

Education was a pet project of Barbara Bush. A passion bourne of
