He has also been described as being very intellectually uncurious. I
think that he is also lazy, having been brought up as a spoiled rich kid
who was surrounded by people who did things for him.
He has shown extremely bad judgment both before and after being elected
to office. His IQ may have been low but his brain function may have been
further compromised by years of drug and alcohol abuse. He makes a mess
of things because he is a mess.

Sadly, I must agree. The ex-Reaganites, the so called 'Vulcans' (not the
Spock kind as evidenced by their illogic) all came to power during the
Cold War. When the Red Menace came crashing down with the Wall, they
felt that they had to hunt around for a new enemy or face permanent
unemployment. Saddam made a convenient bogeyman, even if a pipsqueak
compared to the Soviets. As you note, many were unelectable or didn't
want the head job, so they needed a shill and a front. "Hello, Dubya".
