One in six have automobiles in New Orleans. After the electricity was lost,
those who did and stayed couldn't get gasoline, as the pumps wouldn't work.
You are correct, many who were left were very poor.

People living in the path of Hurricane Katrina's worst devastation were
twice
as likely as most Americans to be poor and without a car — factors that may

Once the place gets straightened out a bit, and the speculators start
showing up in droves, those poor people will not be able to afford to live
there any more, hell the middle class will have a hell of time buying
property at the price that the speculator will be asking.
I live where one of last years whirly gigs went through here in Florida. In
very slightly more than one years time the value of one our families
properties has gone from being worth about $65,000 to $320,000, that is what
the latest realtor wants to list it at with them for anyway, and to think
that my parents paid $7700 for the house and lot in 1958. I feel bad for
the poor folks in New Orleans they will not even be able to pay the property
taxes much less rebuild, once the speculators move in.
