No, I'm not making this up. See
the instructions you cite are for keeping the poor hungry and
thirsty by providing food and water as needed.

From Luke 4:2-4:
HE (Jesus) ate nothing during those days, and at the end of them HE

Truth: Satan is saying "if you're so powerful and so close to God get
yourself bread by transforming one of these (loaf-shaped) stones we see

The possible motivation for Jesus to do this would be from falsely
believing satan's lie that "hunger is bad" in the setting of being
hungry.
But the REAL motivation is clear in the context which I cited.
Without the counsel of the Holy Spirit, nothing about the Bible is
truly clear for you.
Otherwise
there would have been no reason for this teaching material to be
included in the Bible.
The reason Jesus went through this is to show us the way to overcome
satan's lie that "hunger is bad" which enslaves us by compelling us to
leave GOD's perfect will to eat (and overeat) thereby taking away our
free will choice to be completely obedient to HIM.
Which is entirely consistent, of course, with Jesus' repeated
admonitions that we are to make sure that the poor never overeat.
Those who are truly poor are not overeating.
Truth is simple.
When the Son of man shall come in his glory, and all the holy angels
with him, then shall he sit upon the throne of his glory:
And before him shall be gathered all nations: and he shall separate
them one from another, as a shepherd divideth his sheep from the
goats:
And he shall set the sheep on his right hand, but the goats on the
left.
Then shall the King say unto them on his right hand, Come, ye blessed
of my Father, inherit the kingdom prepared for you from the foundation
of the world:
For I was an hungred, and ye gave me meat: I was thirsty, and ye gave
me drink: I was a stranger, and ye took me in:
Naked, and ye clothed me: I was sick, and ye visited me: I was in
prison, and ye came unto me.
Then shall the righteous answer him, saying, Lord, when saw we thee an
hungred, and fed thee? or thirsty, and gave thee drink?

Without enough food or drink, the poor would stop being hungry and
thirsty as they die.
Thus, the instructions you cite are for keeping the poor hungry and
thirsty by providing food and water as needed.

It logically follows from the fact that GOD is the Author of all
reality that atheists such as yourself are not in touch with reality.
