returned to the USA where it is invested in the local economy, partially in
the form of five homes worth $33 million.

We aren't giving them incentives. They are outsourcing because labor is
cheaper overseas. If we punish them for doing that, they will move the rest

To me politics is just like Heinz and Hunt. Both political

These articles report on a proposal from presumptive Democratic
presidential nominee John Kerry that would provide special tax
breaks to firms that create "new" jobs. As a practical matter, it is
virtually impossible to determine when a job is a new job. For
example, a corporation can create a new subsidiary and then transfer
many of its current employees to this subsidiary. Under Mr. Kerry's
proposal, these firms would likely be highly rewarded for this sort
of tax gaming, as would the accountants who design such mechanisms.
This is the reason that virtually all economists oppose this sort of
tax incentives.
The Post article also includes a reference to economic projections
that the U.S. economy will grow by 4.1 percent this year. It is
worth noting that the consensus forecast among the "Blue Chip"
forecasters for 2001 was 3.5 percent, with not a single forecaster
projecting a recession for the year. Actual growth for the year was
zero.

Ok, so Heinz market research says there's a market for their
products in Australia, for example. Shipping costs, and import
duties make it impossible to compete against local Australian
products in the market if Heinz were to manufacture in the USA and
ship the finished product to Australia, so instead of abandoning the
market they set up a plant in Australia, using local raw materials
and local labour, and selling a competitive end product to the local
market at a profit. This profit is returned to the USA where it is
invested in the local economy, partially in the form of five homes
worth $33 million.
Where's the problem?
How is this different than an American textile manufacturer that
outsources to Malaysia, because it's cheaper there to do business
from there, instead of closing it's doors?
One of the big problems being that we don't tax the profits if they
don't bring the money back here. Which means they have incentive to
move *everything they can out of the US and leave nothing but a
holding corporation here...
Which is exactly what companies will do - move their entire companies
overseas - if we punish them for trying to be profitable as Kerry
suggests.
Wait. We should continue to give them incentives to leave the US so they
won't leave the US?
We aren't giving them incentives. They are outsourcing because labor is
cheaper overseas. If we punish them for doing that, they will move the
rest of their operations as well.

These articles report on a proposal from presumptive Democratic
presidential nominee John Kerry that would provide special tax
breaks to firms that create "new" jobs. As a practical matter, it is
virtually impossible to determine when a job is a new job. For
example, a corporation can create a new subsidiary and then transfer
many of its current employees to this subsidiary. Under Mr. Kerry's
proposal, these firms would likely be highly rewarded for this sort
of tax gaming, as would the accountants who design such mechanisms.
This is the reason that virtually all economists oppose this sort of
tax incentives.
The Post article also includes a reference to economic projections
that the U.S. economy will grow by 4.1 percent this year. It is
worth noting that the consensus forecast among the "Blue Chip"
forecasters for 2001 was 3.5 percent, with not a single forecaster
projecting a recession for the year. Actual growth for the year was
zero.

There are still things in the US that can't be done, or can't be done as
well overseas. Like engineering. Circuit boards are designed in the US,
fabricated in China and imported back into the US.

You don't have SS, pensions, etc. It's a great deal to use labor overseas.

We can't keep them here. But like all the jobs lost because of automation
and because of computers, these cost saving measures give our corporations
more money and more opportunity to try something new. Ergo our employment
rate is still rather high relative to history.

The problem is that he won't start more wars for oil, he
probably won't help the fat cats make billions by keeping the
budget busting tax cut bandwagon going. He probably won't even

and it's defeated because of any number of nasty provisions
or riders, the bill will be reintroduced without those nasty

He supported the bill before the house Republicans

BUSH FICTION: John Kerry misstated his own
position on Cuba, saying that he voted for Helms
Burton when he didn't.
FACT: In 1995 John Kerry voted twice for the
Helms Burton law; but voted against it on final
passage in 1996 when House Republicans insisted
on an unworkable lawsuit provision that would
clog our courts and prevent some claims from ever
being settled. He preferred to support the existing
international claims tribunals. Since passing the
law, the lawsuit provision has never gone into
effect because the Bush administration, and the
Clinton administration before it has blocked it
from taking effect. The Miami Herald, which
favored passage of Cuban sanctions at the time,
called the lawsuit provisions "perverse." [Editorial,

Unfortunately, you're wrong. Cuba demonstrates the
failure of U.S. policy, not socialism.
As bad as things are in Cuba -- and, let's face it, they
are bad -- the average Cuban is better off than they
were under the corrupt & brutal regime that Castro
replaced.
U.S. foreign policy *Never* once sought to offer the
Cuban people a better alternative to Castro, hence his
rather lengthy & steady rule. What our government in
it's infinite wisdom had sought was a return to the very
same form of government that the Cuban people had
over-thrown.
Castro came to power in a POPULARLY SUPPORTED
revolution. Instead of concentrating on Castro's failures,
what our foreign policy needed to do was concentrate on
why Castro had that support in the first place.
Castro was never that good, you're right, but he didn't have
to be. All that he had to do in order to maintain his grip
on power was to stay (at least) one better than the people
he replaced, the people the U.S. sought to re-install.
That wasn't difficult, or so all these decades have shown.

to those overseas Heinz factories!
Have you heard about this from the left-wing media? Yea, right.
Having plants overseas doesn't mean a company has been shipping jobs
