He seems to be deliberately confusing the words freedom and safety to make
it sound patriotic instead of cowardly.

thought it was funny, but he was attacked in the press for not actually
caring about the job.

It was pretty apparent to me that Dole was engaging in a bit of
sarcastic humor, and was in fact agreeing with the folks who are of
the opinion that our elected officials by and large don't get much
done (other than concocting excuses to infringe on our civil
liberties). But then, unlike many of my fellow "leftist commie pinko
fags", I don't believe that 'conservative' is necessarily synonymous
with 'stupid.' ;-)
I must confess, though, that *some* conservatives do give me cause to
wonder if I might be mistaken. <G>
