Hi folks! :-)
This is Bill Shroyer, whom some of you may remember either as Uncle
Clover, Uncle Buck, Avender or Uncle Dollar Bill. I am trying to
begin a charitable enterprise called "CircleDreamerz Ink", and am
seeking advice and assistance in getting things set up.
The purpose of the site is for creative individuals to post their work
to the public free of any required charge in order to generate
donations (or "tips" as some might prefer to think of them), a certain
percentage of which would go to various charities yet to be determined
(though charities such as the Ronald McDonald house, Habitat for
Humanity, cancer research & HIV research & treatment are definitely on
the list for now).
This is intended to be a secular organization. While I fully intend
to consider religious charities as potential beneficiaries, no charity
to be considered may require or pressure potential recipients of
assistance to be subjected to promotional advertising or proselytizing
of any religious, philosophical, political or ideological world sort.
Their primary goal must be to help people, period. They can have such
informational material and sermons/lectures freely available at their
various locations, and they can let people requesting assistance know
about them and keep the material as visible as they like, but they
absolutely cannot require, pressure or attempt to intimidate or badger
potential recipients to accept any of the material offered in order to
receive assistance from them. This is regardless of whether it is a
religious, philosophical, political or ideologically-based charity.
What I need is guidance on how to get it set up so as to be official,
and how to provide contributors with whatever information they may
need to write off their donations for tax purposes if they wish to do
so. Pointers towards resources available to non-profit upstarts such
as CircleDreamerz Ink would be greatly appreciated.
While I'm going to need to draw a paycheck if I am to devote myself to
this full time (which is my hope at present), I plan for as much
donated money as possible to go towards charities, setting myself a
minimum bar of 15% of all funds to go to charities to start. I plan
to incorporate it as a non-profit business, and am starting
immediately to devote myself to the work full-time - yes, I've
actually quit my 9-5 job already, using a buffer-zone of saved funds
to keep myself going while I try to get this thing off the ground. As
for the 15%, I'm really not sure if that's considered a good figure or
not, the issue being one of the things I am seeking advisement on.
As I've not yet begun generating any income for the venture, I have
not yet decided upon a budget to set up. But once I do, and I figure
how much my own job in the venture is worth as far as a paycheck goes,
any and all funds above and beyond my overhead costs will go towards
the various charities to be determined.
There is nothing there at the moment, though I will be uploading my
own material as I go about building the site, and will accept material
from other artists to add to the site. This is intended as a place
for artists to gain exposure while making a positive contribution to
those in need via groups and individuals who appreciate their work.

The single most important thing you can do is locate someone
knowledgeable to give you the necessary advice. In Austin, the local
community college has the Non-Profit Resource Center which offers
everything imaginable from blank forms for the state to free classes
offered by lawyers to discuss bylaws and fund raising to free
publications covering almost every aspect of starting and managing a
small to mid-size non-profit. Pittsburgh has to have something similar.
Given your idea, you need to worry about more than just state and
Federal regulations, you'll want to be prepared for every contingency
that may come up if you're accused of violating copy rights (no matter
how clear the license or how explicitly you spell out your policies, I
guarantee *someone* will eventually cause trouble). If you find a
lawyer willing to offer free advice, be sure to ask about this.
