Unmanned guard tower aids Iowa escape

FORT MADISON, Iowa
Two inmates escaped from the maximum-security unit of Iowa State Penitentiary by
climbing a wall past a guard tower left vacant by state budget cuts.
Martin Moon, 34, and Robert Legendre, 27, used a rope made of upholstery webbing and
a grappling hook to scale the wall Monday, an Iowa Department of Corrections
spokesman said.
Security was intensified around the Fort Madison, Iowa, prison built in 1839 -- the
oldest prison west of the Mississippi River. Illinois and Missouri officials joined
the search, the Des Moines (Iowa) Register reported.
Both men were serving life sentences, Moon for an Iowa murder and Legendre for a
Nevada attempted murder and kidnapping.
The guard tower the pair climbed by has not been manned 24 hours since 2002 budget
cuts.
State Rep. Lance Horbach, R-Tama, called for an investigation of why an electronic
barrier on the prison wall failed to alert staff of the escape.
