America's military mission [in Iraq] has become impossible to succeed in,=

The dramatic situation in Iraq is, indeed, well known. On the military si=
de,=20
violence goes on unabated.
More than a thousand people were killed during the first three months of =
the=20
year. Insurgents may split between various factions but are able to team =
up in=20
many cases.
Besides, a national issue is turning into an international one, with a gr=
owing=20
number of combatants reaching Iraq from all over the world like the "demo=
cracy=20
fighters" rushed to Spain in 1936.
Yet, coalition troops are not suffering too much. They live in heavily=20
fortified camps and avoid going out. For patrols, they send ill-trained I=
raqi=20
forces. These soldiers have only basic equipment and enjoy no logistics o=
r=20
aerial support.
On the political side, there no longer exists an Iraqi state, a single=20
territory where a population lives under an organised administration.
The 83-year-old state disappeared in 2003 with the occupation by a foreig=
n=20
military force that has the ultimate say in all decisions. It is thus=20
impossible to rebuild the country, whatever democratic gimmicks are used.=
Insufficient
Elections, for instance, are necessary for a democracy to exist but are=20
insufficient, especially when the Shiite vote was mainly a show of streng=
th,=20
the Kurds voted for independence and the Sunnis didn't vote at all.
As long as there is no political project, one can only predict the failur=
e of=20
any future steps such as drafting of the constitution or general election=
s.
Where is the political project of Prime Minister Ebrahim Al Jaafari, whos=
e=20
Dawa party was still on the US terrorist list not so long ago?
There is, in fact, no political process in Iraq, contrary to what some=20
observers may say. They minimise the growing number of "crimes committed =
by=20
Sunni sectarians" (Amir Taheri, Gulf News, June 1) under the pretext that=
=20
whatever they do, "insurgents are no closer to political victory".
Let's look at the facts. Iraq is today a battlefield, a place where terro=
r is=20
widespread. Apparent political achievements for a united Iraq are an illu=
sion.
Each minister fills his administration with his own people who are not ch=
osen=20
for their ability but because they belong to a particular religious commu=
nity.=20
This is the confessionalism the Lebanese are trying to get rid of.
Meanwhile, the occupation has created a new category of excluded people.
"The American military presence serves the Kurds and the Shiites. But the=
se=20
groups show no solidarity with the Sunnis who, therefore, have nothing to=
lose=20
and let the national Resistance develop, even though they condemn terrori=
sm,"=20
said analyst P. Luizard.
A sectarian war is not far off. Can the caravan of a tangible "political =
process" continue its journey for years under the watch of foreign soldie=
rs=20
when one third of the population is excluded?
A persistent problem with the Bush administration officials is that there=
are=20
good people on one side and all the rest on the other. The situation in I=
raq=20
is more complex than that.
According to a theory put forward by Luizard, the coalition itself could =
have=20
created the Abu Musab Al Zarqawi phenomenon in order to make the Iraqis f=
ight=20
amongst themselves.
Still, the diversity of the Iraqi population doesn't look like an obstacl=
e to=20
creating a national identity.
This, despite the fact that the challenge is to create a new partnership =
between Arabs and Kurds, and acknowledge the existence of a Shiite majori=
ty=20
"without falling into the trap of a community-led approach".
For anything to go ahead in Iraq, a genuine political process is essentia=
l.
Political process
On the other hand, it is illusory to believe that any truly national poli=
tical=20
process will emerge from a situation that is marked by the presence of fo=
reign=20
forces.
The US wants to put the insurgency down but seems to forget that it is an=
=20
occupation force willing to impose through force what it thinks is good f=
or=20
the Iraqi people.
It goes far beyond strategic issues such as the need to protect the=20
electricity grid or train Iraqi officers abroad. Iraq has to rebuild whil=
e=20
avoiding both a foreign presence and a new colonisation.
The country has no control over its present, how can it control its futur=
e?=20
All Iraqi political forces, including, of course, the national Resistance=
,=20
have to come together and agree to a truce based on a clear timetable for=
the=20
departure of foreign troops.
Once they have their independence, then the Iraqis are smart enough to de=
sign=20
the new institutions.
Otherwise, war and terror will go on and the US army will spend hundreds =
of=20
millions of dollars, until a clear-sighted president decides to take off =
the=20
plug when it gets too expensive. Meanwhile, people will have suffered and=
=20
died. What for?

Bush administration had an end point in mind. The neo colonial
exploitation of Iraq, and additional global domination objectives.
It could have been easily achieved by embracing Iraq's ruling class,
give them a share in the spoils of war. They would have been ready to
sell out their country and the Iraqi people. It would be called a great
victory for 'democracy'.
But Bush and his cohorts are too greedy and incompetent imperialists.
They mix ideology with real politics.
Though, I despise their goals, I despise more their incompetence. On the
other hand their incompetence may save the rest of the world from a US
controlled Police World.
