Deputy Secretary of State Robert B. Zoellick bluntly warned China last
night that it must begin to take concrete steps to address what he
called a "a cauldron of anxiety" in the United States and other parts
of the world about Chinese intentions.
Zoellick, delivering the administration's most comprehensive statement
on its dealings with China, said the United States has worked hard to
bring China into the international system over the past three decades.
Now, he said, the United States will focus on ensuring that China
becomes a responsible player on the world stage.

relationships built only on a coincidence of interests have shallow

I wonder what shared value entails.
For example, America allows neonazi running around preaching white
supremacy. Must China accept that kind of value too?

And so does Charles Liu.
I wonder what limit Mr. Liu would put. Is it OK for the neice of a leader

How much does she have to steal before Mr. Liu says, "Enough!"

Rubbish!
The CCP in the early 90s did not accept private business men or women

It is good to listen to both sides of the story but as usual with China
bashing in western press they only report the allegation.
From the brief report it appeared that James Peng had some trouble in
the first place.
Then, "To protect his position, Mr Peng had hired Ding Peng, a niece of
Deng Xiaoping, in 1993 as a lobbyist". The shares transfer to Deng's
neice must have been a bribe.
Obviously the bribery didn't work and he was jailed.
Now, here is a law question for you.
Can a person claim back his bribe if bribery did not result in the
intended outcome?

Let me quote from you (the original words are above): "James Peng ...
[wanted a relationship with a CCP member] to gain [an] unfair advantage in
China."
You said it. I only agreed that it was true.
Thanks for admitting that a joint venture with a CCP member gives an

Rubbish!
The CCP in the early 90s did not accept private business men or women as
member.
Now, I said NOTHING about accepting capitalists as CCP members. Are you
trying to claim that CCP members did not enter into business partnerships
(either personally, or through a government agency) with foreign
investors. LOL. Actually, in the early days, ALL foreign investments had
to have a Chinese partner (run by a CCP member).
And MOST foreign investors sought (and continue to seek) a partnership
with high ranking Party members (or their relatives) as the safest way of
ensuring "an unfair advantage", to quote you.

Let me quote from you (the original words are above): "James Peng ...
[wanted a relationship with a CCP member] to gain [an] unfair advantage in
China."
You said it. I only agreed that it was true.
From what I can see in this report, it is unlikely that Deng's neice is
a CCP member because in the early 90s CCP members were not allowed to
run private business.
As usual you are trying your best to distort what I have said.
Thanks for admitting that a joint venture with a CCP member gives an
unfair advantage.
These join ventures were between the State and foreigners. CCP members
were employees of the JV. They don't own those enterprises.
And MOST foreign investors sought (and continue to seek) a partnership
with high ranking Party members (or their relatives) as the safest way of
ensuring "an unfair advantage", to quote you.
--
That's what they thought. James Peng's case showed that bribery didn't
work and he want his money back.
Instead of spending your time trying to lie about everything whay don't
you answer my question. In a corruption case, can a person demand
refund if his or her bribe did not result in the desire outcome?

If you want to bash CCP you have pick the wrong subject.
1) I all likelyhood, Deng's neice is not a CCP member.
2) The bribery obviously didn't work and James Peng ended up in jail.
3) we all have annoying very relatives.

i give you further information for such partnership.
such ccp member takes 51% of the capital,
do you believe they have such money ????
it is not,
it is state-owned or province-owned.
there have no company law in mainland to let company registered.
and only foreign investment can set up such factories.
no native can be allowed to escape from monopolistic ownership by state.

Now, he said, the United States will focus on ensuring that China
becomes a responsible player on the world stage.
somehow, I think, China has been a much more responsible player in the
last few years than 'God's Own Country'. But then China does not let
faciest anywhere near their government!
"We have many common interests with China," Zoellick said. "But
relationships built only on a coincidence of interests have shallow
roots. Relationships built on shared interests and shared values are
deep and lasting."
I wonder what shared value entails.
For example, America allows neonazi running around preaching white
supremacy. Must China accept that kind of value too?
CCP value lets niece of leader (Deng Xiaoping) steal $100 million, and
then put the person (James Peng) she stole it from in prison:
High stake swindle: Aussie wins

Niece of Deng Xiaoping is still "running around" with $100 million.
----------
It looks like a very complicated business deal that went sour.
Just because one party is related to Deng it has become convinient to
pin the blame on Deng Xiao ping.
Jame Peng had wanted to strike up a relation of Deng's neice to gain
unfair advantage in China. Like many people getting conned they are
greedy and dishonest to start with. Who knows what went on between the
two parties?
The issue has been decided by a Hong Kong court, so according to the
rule of law: James Peng is right and Deng's niece is wrong.

James Peng getting Deng's neice to "lobby" for him is a creative way of
say bribery.
Taiwan have been doing that in Washington all the time.

Assume what you say is true. Do you think that the CCP is the appropriate
entity for investigating Deng's niece for taking a bribe?
If not, which agency in the PRC is sufficiently free from CCP control to
investigate her bribe taking?

Your whole argument is built on the assumption that the CCP is in the
center of all this. I see no evidence of it. OTOH, there are plenty of
cases of corruption at the mid and lower level. You just pick the wrong
case. China is a normal country. These things happen. I suppose
prosecutor office is the appropriate avenue to investigate such cases.
Bribery is not always possible to proof with both parties willingly
colluded.

My argument is simpler than that. I say that the CCP will not investigate
Deng's niece. Period.
I see no evidence of it. OTOH, there are plenty of cases of corruption
at the mid and lower level. You just pick the wrong case. China is a
normal country.
Let's see. A normal country has a free press. Do you claim that the press
in the PRC is free? A normal allows freedom of religion. Do you claim that
the PRC allows Roman Catholics to worship openly and legally?
Sorry. But the PRC is not a normal country. It is politically backward.
These things happen. I suppose prosecutor office is the appropriate
avenue to investigate such cases. Bribery is not always possible to
proof with both parties willingly colluded.
Every prosecutor in the PRC is under the control of the CCP. Therefore,
you seem to be saying that the CCP is able to investigate people like
Deng's niece. Do you really believe that?

It did not say the court demand the CCP to pay back any money.
