So have I and do you know what happened? my friend lost his licence for a
number of months. First the cop pulled him over and asked "Do you know how
fast you have been speeding" my friend told him (he was of by 20 or 30 k's)
and the officer took down his details. Thats how its suposed to go down not
just pulling the man over and demanding he hand over his licence.
The guy was probally taking out his wallet. The officer should have said:
one more move and I will taser you. If he did that and the man continued to
ignore him I would be on the officers side.

The officer gave the guy instructions to step out of the vehicle, and
the
point where the officer draws his taser is when the man starts
reaching
into his pocket.
The officer is alone on the highway, the guy has already been
obstructive
and he persistently refuses to follow the officer's explicit
instructions.
At the point where the officer tasers him, the guy is completely
ignoring
him, ignoring his instructions, he's turned his back to him, he's

Indeed. In fact, some of the crooked Repubs from the late 19th and
early 20th centuries make BushCo look like amateurs.
That's why I'm not really too worried at present. The US has survived
worse than Bush (albeit not without some battle scars), and, provided
we employ a bit of vigilance to prevent the Repubs from stealing the
'08 election, we'll survive Bush as well.
Of course, if the Dems nominate Hilary, the Repubs won't have to steal
the election...

Oh he did? I never knew that come to think of it the couple who got arrested
for flying the flag upside down got of I guess America isn't exactly a

I don't see why he would lie about something on video - that would be dumb.
I do agree though, that he didn't make it very clear that the driver was

Was it something he says later on in the video?
I was concentrating on what happened during the arrest rather than what was
said afterwards.

legal.

Failure to sign a speeding ticket is sufficient grounds for arrest in the
U.S.
Bu signing the citation, you are effectively posting your own bail,
without it, you're under arrest.
The officer gave the guy instructions to step out of the vehicle, and the
point where the officer draws his taser is when the man starts reaching
into his pocket.
The officer is alone on the highway, the guy has already been obstructive
and he persistently refuses to follow the officer's explicit
instructions.
At the point where the officer tasers him, the guy is completely ignoring
him, ignoring his instructions, he's turned his back to him, he's walking
away and he's still reaching for whatever is in his pocket.
The officer acted quickly, decisively and effectively.
In fact, his demeanour was quite calm and professional throughout the
whole incident.
Under these conditions, this officer would not be subject to any
disciplinary action, as he acted correctly and professionally throughout

but it looks as if he hardly gave him a chance to, before acting like an

left with no cjoice, or do you think he was supposed to let the guy take
whatever it was he was getting from his pocket and use it?

I agree completely. I've personally seen a cop die from trying to
apprehend a purse snatcher. More than one cop has been killed by someone
he pulled over for a "routing traffic infraction." Perhaps if the driver
had been more aware of that fact, and the fact that the place to contest a
ticket is in front of a judge, NOT on the roadside, he wouldn't have
gotten himself arrested.

Cop should've told the man that signing the ticket isn't an admission
of guilt. The cop let the situation get out of hand and used
excessive force when he failed deal with it intelligently. So much
for protect and serve.
