What does footnote 3 mean? Take a look at the first column of the
table above--the adult non-institutional population column. Note that
the Bureau of Labor Statistics's estimate of this population grows by
a steady amount of some 200,000 plus a year each and every month,
except for January 2003. In January 2003 the estimated adult
non-institutional population jumped by 1.16 million. Why? Because the
Bureau of Labor Statistics talked to the Bureau of the Census, and as
a result of its conversations adjusted its estimate of the adult
population. It did NOT go back and change its estimates of the adult
population in 2002--even though it now thinks that those estimated
populations are too low by about the 1 million or so by which it
raised its estimated population in January 2003.
The BLS estimates the civilian labor force and civilian employment by
taking the estimates of the labor force-to-population and the
employment-to-population ratios that come out of its Household Survey,
and multiplying them by its estimate of the civilian non-institutional
adult population. The labor force, as you can see, jumps by a large
700,000 between December 2002 and January 2003--but nobody (except Bob
Barro, that is) thinks that a seasonally-adjusted 700,000 people
joined the labor force in January 2003: this large jump is an artifact
of the population adjustment. Civilian employment, as you can see,
jumps by a large 1.1 million between December 2003 and January
2003--but nobody (except Bob Barro, that is) thinks that there were a
seasonally-adjusted 1.1 million more people at work in January 2003
than December 2002: this large jump is an artifact of the population
adjustment.

The Democrats keep loudly proclaiming that Republicans represent only
extremely white rich people, while the Democrats represent all
Americans. (Bar bet: Among the four major candidates for president and
vice president this year, who has the smallest net worth? Answer:
George Bush.)
If the Democrats are a fair cross-section of America, then I guess we
can stop worrying about class size. As a friend of mine points out, if
the Democratic delegates represent America, then the teacher-student
ratio in this country is, at worst, one teacher for every three
students. And since the teachers unions don't include private or
parochial school teachers, we're looking at a teacher-student ratio of
about one teacher for every one student.
Democrats are representative of the nation only if the nation we're
talking about is Brazil. For Democrats, there is only the maid and
millionaires. There are no Americans in the middle. To the extent
Democrats are forced to recognize working-class white men, they call
them "fascists."
To thunderous applause here in the American Taliban, billionaire
Teresa Heinz Kerry said she looks forward to a day when "women who
have earned the right to be opinionated will be called smart and
informed -- just as men are." It's no wonder Democrats weren't
interested in liberating Afghanistan and Iraq from woman-hating
Islamicist fanatics: They think real oppression of women consists of
people calling Teresa "opinionated" right here in the USA. How did
Teresa "earn" the right to be opinionated again? By marrying inherited
wealth? She also boasted that the Heinz family charity, John Kerry,
"earned his medals the old-fashioned way." A couple of sponges on
another man's wealth might want to steer clear of using the word
"earn" so much. Democrats don't believe in capitalism and don't worry
about taxes on earned income because they can't imagine there is any
way to "earn" money other than the Teresa Heinz-John Kerry way.
Despite colossal efforts by the Democrats to fake out Americans and
pretend the Democrats are normal Americans who love their country,
every once in a while they make a mistake and give us a "tell." The
Democrats have carefully studied Americans, observed their habits and
expressions, so you would think for five days the Democrats could pull
off a passable impression.
Special-effects artists are working overtime. Gore was prohibited from
screeching about Republicans being Nazis, and Clinton was told not to
show up in a toga. Democrats unable to conceal their America-hating
pacifism were relieved of their anti-war signs and escorted to the
free-speech veal pens a few blocks from the convention center.
Convention organizers even forced the delegates to choke their way
through the Pledge of Allegiance -- something the teachers' students
are not allowed to say. The delegates play along, pretending they know
the words and making the occasional random reference to "God," trying
not to sound ironic.
But, inevitably, they stumble, dogs start growling, and you realize
these people are androids.
In a prepared speech carefully reviewed by the Democrats'
Americanization team, Jimmy Carter said: "After 9/11, America stood
proud." Proud? I believe "proud" was the last emotion most Americans
were feeling after 9/11, coming in considerably behind, for example,
"fighting mad," "incensed," "enraged," "humiliated" and "vengeful." It
didn't occur to any of the Democrats vetting Carter's speech to cut
that line? "What's the matter, Prince? Why are you growling? That's
just a moderate Democrat."
Even as Democrats ape Republicans -- producing a platform that lyingly
claims Democrats support war with Iraq, the Patriot Act and the
defense of America -- the fundamental difference between Republicans
and Democrats can't help slipping out: Democrats are not angry about
9/11. Sad, maybe -- sad that it didn't happen on Clinton's watch so
his legacy would be more than a semen stain. But they're not angry.
Indeed, the belle of the ball at the convention is noted patriot
Michael Moore, who apparently thinks Americans who voted for George
Bush deserved to be killed on 9/11. The day of the attack, Moore wrote
this on his Web page: "Many families have been devastated tonight.
This is just not right. They did not deserve to die. If someone did
this to get back at Bush, then they did so by killing thousands of
people who DID NOT VOTE for him! Boston, New York, D.C. and the
planes' destination of California -- these were places that voted
AGAINST Bush!" Perhaps Moore could provide the terrorists with a map
of the red states before the next attack.
This week, Moore was boasting about how well-received he was by the
Democrats in Boston -- evidenced by his yukking it up in a sky box
with former president Jimmy Carter. He has been hugged by DNC chairman
Terry McAuliffe and praised by impeached former president Bill
Clinton.
Moore's only concession to the Democrats' role-playing is to deny that
he is a Democrat, hoping enough Americans were taught by public school
teachers that no one will know how to look up Moore's voter
registration card. ("Democrat.")
Moore says Bush must be defeated because Bush lied about the war in
Iraq. Ninety-three percent of the delegates agree with him, saying
they oppose the war in Iraq, according to a New York Times/CBS News
poll.
But the Democrats' candidates for president and vice president both
voted for war with Iraq. Their party platform supports the war with
Iraq. (Let's just hope wherever the delegates teach, they're not
teaching logic.)
The only "issues" Democrats dare discuss publicly are the things
everyone can agree on: They are for "jobs," a good economy and the
middle class. None of their blather ever touches on any issue on which
Democrats and Republicans could possibly disagree.
The issues on which the parties differ are: pre-emptive attacks on
terror-producing nations, gay marriage, gun control, partial-birth
abortion, taxes, letting non-citizens and felons vote. But the
Democrats won't talk about those issues. This is the Democrats' week
to make-believe they are Republicans for the folks watching at home on
TV. In the lingo of the delegates, this is "story time."

experiences. Several Korean followers of Moon from the 1950's have

John F. Kennedy...started the Vietnam conflict in 1962. Vietnam never

Johnson...turned Vietnam into a quagmire. From 1965-1975, 58,000 lives

Clinton...went to war in Bosnia without UN or French consent, Bosnia

HANOI JOHN KERRY IS ALL OVER THE MAP ON IRAQ

JOHN Kerry finally defined his position on the war in Iraq - or his
latest one, anyway.
It took a direct challenge from President Bush, who asked if Kerry
would still have voted to authorize the use of force against Saddam
Hussein if he knew that no weapons of mass destruction would be found.
Kerry's reply: "Yes, I would have voted for the authority. I believe
it was the right authority for a president to have."
Even at that, Kerry could be parsing words here: Stressing his support
for "the authority" echoes his bizarre earlier distinction (which he
made after Howard Dean's campaign started taking off) that he'd only
voted to "threaten the use of force," not actually to use it.
Still, Kerry's answer likely will raise some eyebrows among people who
believed the Democratic nominee when he agreed that he was one of the
"anti-war candidates" - someone who is "unhappy with this war [and]
the way it's been fought," someone who charged that Bush "misled every
one of us" with his "rush to war."
Of course, Kerry has been all over the political map when it comes to
ousting Saddam. He certainly showed no hesitation when Bill Clinton
was the president threatening to use force in Iraq. (Back then, Kerry
even endorsed unilateral action against this "grave threat to the
well-being of our nation.")
But his latest statement raises an important question: If ousting
Saddam now was justified, even if we knew in advance that there were
apparently no WMDs, why did Kerry so vehemently oppose moving against
Saddam after he invaded Kuwait and was a much greater military threat?
Back in 1991, John Kerry was a leader of the movement to keep America
from fighting in the Persian Gulf - at one point begging the first
President Bush to send someone to Baghdad for a "face-to-face meeting"
with the Iraqi despot.
And Kerry's rhetoric in throughout that debate was one long Vietnam
flashback.
"In a country that still struggles with Agent Orange, outreach
centers, post-traumatic stress disorder, homeless veterans - is this
country ready for the next wave?" Kerry asked. " 'Mom, is that you?'
Are we ready for the changes this war will bring - changes in sons and
daughters who return from combat never the same, some not knowing
their families and their families, not even recognizing them? Are we
ready?"
Indeed, Kerry's Senate speeches sounded like the broken soundtrack
from a Jane Fonda film. "I would like to share with my colleagues
something that Dalton Trumbo wrote in a book called 'Johnny Got His
Gun,' " Kerry said. "He wrote about a young soldier who went to war
who ended up losing his arms, legs, sight, hearing, his smell,
capacity to speak. After years of lying in a hospital, he finally
figured out how to tap his head in Morse code - and finally somebody
heard his message."
Kerry even held a congressional hearing at which an official of the
left-wing Nobel Peace Prize-winning International Physicians for the
Prevention of Nuclear War flatly predicted that U.S. military
casualties in that first Gulf War would reach 45,000 - including
10,000 dead.
And the senator himself predicted that any U.S. invasion of Iraq would
"lead to renewed terrorist attacks on America as a result of our
having killed innumerable Arab civilians."
In other words, Kerry took it for granted that U.S. soldiers would
behave like war criminals - just like they did in Vietnam, right? -
and that the Arab world would make us pay for our barbarism.
Operation Desert Storm went ahead anyway, and none of Kerry's dire
predictions came true.
At which point - with public opinion running heavily in favor of the
war - Kerry started waving the flag, hail- ing Bush Sr.'s "moxie" in
leading the war effort.
That flip-flop was hilariously brought out when one of Kerry's
constituents accidentally was sent copies of two letters from the
senator - one targeted at anti-war constituents and one at those who
supported the war.
The first stressed Kerry's demand that "economic sanctions be given
more time to work" and how he'd warned the Senate "that a decision to
go to war was 'rolling the dice' with our future."
The second, dated just nine days later, emphasized how "I have
strongly and unequivocally supported President Bush's response to the
crisis and the policy goals he has established . . . in standing up
this shocking aggression in the Persian Gulf."
John Kerry's back and forth and back again through two wars with Iraq
is disturbing enough, suggesting a lack of genuine conviction and a
disquieting tendency to keep one eye on the opinion polls.
But what's really troubling is the distinct impression that Kerry
remains haunted by Vietnam syndrome - which leads one to wonder
whether a President Kerry would be prepared, if necessary, to commit
to using military force to defend this nation.

July 20, 2004 -- WASHINGTON Former National Security Adviser Sandy
Berger is the focus of a criminal probe after he removed highly
classified terrorism documents from a secure reading room while
preparing for the Sept. 11 commission hearings. The ex-Clinton
administration official's home and office were searched earlier this
year by FBI agents armed with warrants after he voluntarily returned
documents to the National Archives.
But some drafts of a sensitive, after-action report critical of the
Clinton administration's handling of al Qaeda terror threats during
the December 1999 millennium celebration are still missing.
The FBI searches of Berger's home and office occurred after National
Archives employees told agents they believed they witnessed Berger
place documents in his clothing while reviewing sensitive Clinton
administration papers, officials said.
The officials said the missing documents were highly classified and
included critical assessments about the Clinton administration's
handling of the millennium terror threats as well as identification of
America's vulnerabilities at airports to seaports.
When asked, Berger said he returned some classified documents that he
found in his office and all of the handwritten notes he had taken from
the secure room, but said he could not locate two or three copies of
the highly classified millennium terror report.
Berger and his lawyer said last night he knowingly removed handwritten
notes he had made while reading classified anti-terror documents
hereviewed at the archives by sticking them in his jacket and pants.
He
also inadvertently took copies of actual classified documents in a
leather portfolio, they said.
"I deeply regret the sloppiness involved, but I had no intention of
withholding documents from the commission . . . to my knowledge, every
document requested by the commission from the Clinton administration
was produced," Berger said.
Berger served as Clinton's national security adviser for all of the
president's second term and most recently has been informally advising
Democratic presidential candidate John Kerry.
Clinton asked Berger last year to review and select the administration
documents that would be turned over to the commission.
"In the course of reviewing over several days thousands of pages of
documents on behalf of the Clinton administration in connection with
requests by the Sept. 11 commission, I inadvertently took a few
documents from the Archives," Berger said.

I ask you today to consider a time in America when there will be no
such thing as the private ownership of real estate; where the American
dream of home ownership will belong to a past era. Instead of title to
a parcel of real property, you'll get a license to occupy that
property for a determined period of time. That license will be issued
by the government, and subject to renewal on a periodic basis. Renewal
will be considered based on several factors, including how you are
using that land, and whether or not the license fees you pay for that
usage is adequate.
Some areas of this country are closer to this reality than others.
Take Connecticut, for instance. The Connecticut Supreme Court recently
ruled that private ownership of land was subject to the needs of local
jurisdictions for more tax revenue or a wider jobs base. If your
friendly local politicians in Connecticut think that someone else
could redevelop your property in such a way that it would support
higher property taxes, or provide more jobs for the community, then
the politicians can simply step in, seize the property, pay the
current "owner" some stipend, and hand the property over to a new
owner. That includes private residences.
As this attack on private property evolves in America you'll hear
politicians start to talk about "public ownership of all real estate."
That's the argument they use today for denying to broadcasters their
private
property rights in and to broadcast frequencies. Scarcity in the
broadcast spectrum is used as an excuse. Scarcity? Technology is
expanding available broadcast frequencies at a rapid rate. Not so for
real estate. They really aren't making any more of that stuff. If
you want to use scarcity as an excuse for government control, what
better place than real estate?
Attacks on the private ownership of real estate are spreading. Enjoy
your home while you can. Somewhere out there is a sharp developer who
has his eye on your property, and a case to make before your local

Black teen girls don't get much respect, not even from each other.
That's just one of the startling findings of a recent study of the sex
and gender attitudes of low-income black teenagers. It offers new
evidence, as if we needed it, to me and to other parents of black
teenagers that the standards of "black authenticity" promulgated in
hip-hop culture are not only too narrow but downright dangerous.
With funding from the Ford Foundation and the California Endowment,
MEE (Motivational Educational Entertainment) Productions Inc., a
marketing firm that specializes in the buying patterns of urban
youths, conducted a 10-city research study of teens aged 16 to 20
years old.
The study found black urban youth from households earning under
$25,000 a year to be remarkably untouched by positive messages from
schools, parents, the media and health-care providers about
responsible sexual behavior.
But the teens did display attitudes consistent with the cool macho
pose of hip-hop rappers. Their mottoes: "Use or be used," among
others, and "Get it while you can."
And, consistent with a culture that uses "bitches" and "ho's" as
labels for every woman but one's mama, the study reveals, "Black
females are dissed by almost everyone," including other black females.
Compare, for example the half-dozen slang nouns in the study's
glossary that are used to describe males ("Dog... homeboy... playa...
lame... sugar daddy... payload") with some of the words used by both
teen boys and teen girls in the survey to describe women: "skeezer...
'hood rat... 'ho... trick... freak... *****... gold digger... hoochie
mama."
The study of the "hip-hop generation" fails to pin down the big
question: Does rap music and other hip-hop culture influence teens or
merely mirror the culture that teens already have created? The answer
is probably
both.
Born since the mid-1980s, today's teens grew up awash in hip-hop and
so did their parents. The sad consequences have been a narrow and
distorted view among many black youngsters, among others, of what it
means to be black.
It was back in the 1960s, I painfully recall, that "authenticity"
began to replace the more generalized "cool" as the standard for
acceptable tastes and behavior among black youths. It was a period
marked by big Afros, dashikis, bib overalls, jungle combat boots and a
propensity for greeting each other with defiantly raised fists. Ah,
youth.
Such was the "authentic" look among black college students, of which I
was fortunate enough to be one in the late '60s. The "authentic black"
came to define a person who did not "sell out" to bourgeois
middle-class standards, the same values that enabled our families to
prepare us for college in the first place.
Even if we aging black Baby Boomers no longer buy that narrow notion
of blackness, a lot of our kids and grandkids do. In 1986, Signithia
Fordham and the late John Ogbu shocked many with a landmark study of
"oppositional cultural identity" in black teens who derogate academic
achievement by their peers as "acting white."
Still, there are signs of hope. Among those who expressed some pretty
raunchy attitudes in the MEE study, some also praised certain hip-hop
artists as more "positive" and called for more "message" in pop music.
And in another section headlined, "Wish I woulda waited: The secret
allure of virgins," many sexually active youths said sex wasn't all
they had hoped and that they wish they had waited until they were
married or at least older.
And many of the young men, in a reflection of times past, in the study
still showed significant respect for virginity they would not express
outside the group. Girls who don't "give it up" are males' top choices
for
long-term partners.
What is to be done? Pardon my dangling prepositions, but like other
generations, today's youths probably are just looking for someone to
look up to and something to believe in.
We, their elders need to provide it. We need not only to reach out and
show the world a broader vision of what black culture is all about,
but also to reach back and mentor our least-privileged youngsters.
They're not going to learn life's valuable lessons from CDs alone.
