What the hell are you babbling about?
He's babbling about his idiotic assumption that no other basic
self-replicating molecules could ever exist (to form the starting-point of
'variation with natural selection'...) except the ones from which earth's
current life is all descended. As far as he can see, *we* (in the widest
sense) are 'the target'. He doesn't even begin to realise that there is in
reality an untold number of things that would count as 'arrows', and an
untold number of things that would look like 'targets' once something had
hit them...
It all just serves to remind one about the research which discovered, a few
years back, that what makes people 'superstitious' is *statistical
illiteracy*...
