Delegates from about 100 countries began work Monday to revamp an
international treaty on protecting nuclear material, arguing existing
laws fail to do enough to safeguard nuclear power plants from terrorism.
The push to shield nuclear facilities has gained urgency since the
attacks of Sept. 11, 2001, amid new security concerns and nightmare
scenarios of fuel-laden jumbo jets smashing into an atomic power plants.
''We can't go on with an old instrument in a new world,'' the conference
chairman, Alec Jean Baer of Switzerland, said after the opening session.
He said the proposed changes to the Convention on the Physical
Protection of Nuclear Material would amount to an overhaul. The existing
treaty was signed in Vienna and New York in 1980, long before the threat
of terrorist nuclear attacks had become a pressing fear. It covers the
international transport of nuclear material used for peaceful purposes,
as well as some provisions on domestic storage and use.
The changes under consideration by some 350 delegates would strengthen
existing law by establishing an international standard to protect
nuclear facilities from sabotage. The new changes also would call for
cooperation between countries to locate and recover stolen and smuggled
material and to combat such offenses.

Britain and Germany said Monday that allegations recently raised against
Iran's president-elect have not been proven and won't affect Europe's
negotiations with Tehran over its nuclear program.
After meeting in London on Monday to discuss a variety of issues,
including the European Union's budget and constitution, British Foreign
Secretary Jack Straw and German Foreign Minister Joschka Fischer said
the allegations against Ahmadinejad have not been proven. ``Our
negotiations have been with the government of Iran. We reached certain
agreements in May and have undertaken to put proposals to the government
of Iran by the end of July or the first week of August. That remains our
intention,'' Jack Straw said, without providing details.
Britain, Germany and France are leading European Union efforts to
persuade Tehran to permanently halt nuclear enrichment activities, which
the United States claims are part of Iran's plan to develop a nuclear
arsenal. The Europeans are offering economic incentives in hope of
persuading Iran to permanently freeze its enrichment program on its own
to avoid U.N. intervention and possible sanctions.

It's been a year since the United States and its negotiating partners
sat down with North Korea to discuss the elimination of North Korea's
nuclear weapons program. In the meantime Porter Goss, the director of
central intelligence, has reported to the Senate Armed Services
Committee (on March 17) that the number of nuclear weapons North Korea
possesses has increased and that there is now "a range" of estimates
above the one or two weapons that may have been produced in the early
1990s. His testimony implies that the intelligence community believes
North Korea reprocessed the 8,000 fuel rods that had been kept under
strict surveillance from 1994 to 2003 in accordance with the Agreed
Framework between North Korea and the United States. If so, this could
mean that North Korea has many times the number of nuclear weapons it
did before the Bush administration took office.
North Korea has apparently used the past five years to become a nuclear
weapons state. Meanwhile, its people remain impoverished, and there is
no reason to believe that the regime would not sell nuclear material,
technology and even weapons to any government, group or individual with
hard cash, just as it does in selling ballistic missiles, drugs and
other contraband.
This is about more than the stability of the Korean Peninsula and the
fate of South Korea and U.S. troops stationed there, important as those
things are. What is at stake is the stability of Northeast Asia and,
arguably, the global economic and political order. The administration
must get serious. It doesn't matter who is at the table as long as we
and the North Koreans are there, and as long as both sides negotiate
with seriousness and urgency. The administration must inject both into
the process.

Washington's top negotiator in the nuclear standoff with North Korea
signaled on Thursday that the United States will support South Korea's
much-vaunted but as yet undisclosed proposal aimed at ending the crisis.
Christopher Hill, U.S. assistant secretary of state, said the U.S. has
no problems with the proposal, talking with reporters after a meeting
with South Korean Unification Minister Chung Dong-young in Washington.
South Korea first alluded to its ``important proposal" to resolve the
nuclear stalemate during talks with the communist North in May, saying
the deal will satisfy both Pyongyang and Washington. It has yet to make
the proposal public but experts believe it calls for simultaneous
concessions by the U.S. and North Korea, as well as large amounts of
South Korean aid to the impoverished North.
News media in Seoul have speculated that the proposal could include a
kind of North Korean ``Marshall Plan," referring to the U.S. program to
rebuild Europe following World War II.

Research into the feasibility of a bunker-busting nuclear weapon would
be kept alive under legislation the Senate passed early Friday. The
research was approved as part of a $31.2 billion spending bill for
energy and water projects. The bill also includes funds for the Yucca
Mountain nuclear waste dump, though not as much as President Bush requested.
The House measure contains no funds for the bunker buster, officially
called the Robust Nuclear Earth Penetrator. Critics say the weapon is
unworkable and that the development of a new nuclear weapon would be the
wrong signal for the United States to send to countries such as North
Korea while trying to persuade them to shelve their weapons programs.

A looming deadline and policy pressures are fueling new hopes that the
United States and Russia might find a way out of a legal stalemate that
for years has hampered the countries’ cooperation on work to secure and
eliminate nuclear materials in Russia.

materials in Russia is fast nearing expiration. Unless a new extension
is agreed upon, the 1992 Cooperative Threat Reduction “umbrella
agreement” will run out in the middle of next year. The threat and
