Why hasn't Foley been charged with a felony under his Adam Walsh Act? |
Foley sponsored the Adam Walsh Child Protection and Safety Act of
2006, signed into law by George W. Bush on July 27, 2006
Adam Walsh Act, Sec. 111(14)
MINOR.--The term 'minor' means an individual who has not attained the
age of 18 years
18 U.S.C. Sec. 2256 (1)
'minor' means any person under the age of eighteen years
The Adam Walsh Act considers it a federal crime - with enhanced
penalties - to solicit or discuss sexual acts with someone under the
age of 18, regardless of what states have designated as the age of
consent.
