even receiving a hearing.

blocked only 10 of Bush's nominees, out of 229. The Senate has also
changed the rules regarding 'blue slips' since Bush became president,
making it harder to a Democrat to block a Bush nomination than it used
to be for a Republican to block one of Clinton's.
