Well, there's the fact that the budget of the DHS Office of Domestic
Preparedness has been cut by $800 million for 2005. He cut FIRE act
funding by $246 million. He cut state and local first responder
training funds by almost half. Not to mention the chronic
under-funding of security for power plants, ports, the borders,
vaccination programs...
