No. The EU has about 25 members. To make the EU part of the prophecy about
the future antichrist and the roman empire lasting till the end (like in
Dan. 2) all you need is 10 members of the EU. So 15 members could reject the
new constitution and it could still be part of prophecy according to
scriptures.

Revelation 17:12 And the ten horns which thou sawest are ten kings, which
have received no kingdom as yet; but receive power as kings one hour with
the beast.

Dan 2:
42 And as the toes of the feet were part of iron, and part of clay, so the
kingdom shall be partly strong, and partly broken.

43 And whereas thou sawest iron mixed with miry clay, they shall mingle
themselves with the seed of men: but they shall not cleave one to another,
even as iron is not mixed with clay.

Actually, since the EU now has more than 10, every member that drops out
makes the prophecies look more and more like the European Union will be
involved.
10 nations from this union will give their power to the Antichrist during
the future tribulation period.
