would be against their best interest to impose restrictions upon

A good interpretation is based upon what the text says, not what
somebody would like the text to say.
The case in point involves Psalm 16. Contrary what Peter is said
to have said, Psalm 16 is not a prophecy, it does not talk about
a coming messiah, and it does not say that anybody will rise from
death. All you have to do is read it.

which the word "messiah" is used in that verse.

I went over some twenty Bible translations listed at
Crosswalk.com http://bible.crosswalk.com/ and cannot find one in
which the word "messiah" is used in that verse.
The author of Acts identifies the prophet to be Jesus. But that
is begging the question. That is, we have to assume that Jesus
is the messiah, in order to believe that the passage refers to
him.
Jew base their messianic expectation on this Mosaic prediction.
