Matthew 5:19 and Luke 17:1-2 deal with these sort of issues, and are listed
below. The verse from Matthew is provided in context to make it clearer
what exactly is being referred to.
Matthew 5:17-20 (NIV)
Do not think that I have come to abolish the Law or the Prophets; I have
not come to abolish them but to fulfill them. I tell you the truth, until
heaven and earth disappear, not the smallest letter, not the least stroke
of a pen, will by any means disappear from the Law until everything is
accomplished.
*Anyone who breaks one of the least of these commandments and teaches
others to do the same will be called least in the kingdom of heaven, but
whoever practices and teaches these commands will be called great in the
kingdom of heaven.*
For I tell you that unless your righteousness surpasses that of the
Pharisees and the teachers of the law, you will certainly not enter the
kingdom of heaven.
Luke 17:1-2 (NIV)
Jesus said to his disciples: "Things that cause people to sin are bound to
come, but woe to that person through whom they come. It would be better for
him to be thrown into the sea with a millstone tied around his neck than
for him to cause one of these little ones to sin".

Actually, you're combining a couple of passages. In
addition to what others have offered, a reading of
Matthew 23 would be good to study for this issue.
