I am just throwing this out there, but if someone is apparently doing
Satans work (i.e. rape, murder etc etc), and then they die working for
Satan, then wouldn't Satan reward said person? And if thats the case
(You get rewarded in Hell for being bad) would it not make sense for
God to be in charge of Hell so to speak? Because then they would be
justly punished, and there would be reason to be good.

Here is surprising news to some. The Bible uses the words for "hell"
as "sheol" and "hades", but the devil (or his demon angels) is never
found to be there. Only humans. And both the good and bad humans are
found to be there. Ec 9:10,
"Whatsoever thy hand is able to do, do it earnestly: for neither work,
nor reason, nor wisdom, nor knowledge shall be in hell, whither thou
art hastening. (Douay) ["where you are going"- NIV"]
The context of the inspired writer here at Ec 9:10 shows that he is
talking to all people, not just a wicked person. Thus he was saying
that ALL people eventually end up in "hell". And those were true
words, since the Bible's "hell" (not the 'hellfire' of Christendom) is
the common grave of dead mankind, both good and bad. Their hope is in
a resurrection. Ac 24:15,
"and I have the same hope in God as these men, that there will be a
resurrection of both the righteous and the wicked." (NIV)
Thus when the dead are raised from from the grave, "hell" will empty
out its dead. And that is what the inspired writer said at Re 20:13,
"And the sea gave up the dead which were in it; and death and hell
delivered up the dead which were in them: and they were judged every
man according to their works." (KJV)
Thus since the Bible's word for "hell" means the common grave of dead
mankind, Satan is never shown to found there.

Actually, there are 2 hells: the grave and hellfire. Now for the
"rewards" of hell, there are none. The Bible nowhere speaks on any
rewards for going to Hell. Heaven yes but Hell, no.
Deuteronomy 32:22 - For a fire is kindled in mine anger, and shall burn
unto the lowest hell, and shall consume the earth with her increase,
and set on fire the foundations of the mountains.
Mark 9:43 - And if thy hand offend thee, cut it off: it is better for
thee to enter into life maimed, than having two hands to go into hell,
into the fire that never shall be quenched:
Also this, we humans are worms. When we die, the worms consumes us.
Psalm 22:6 - But I am a worm, and no man; a reproach of men, and
despised of the people.
Isaiah 41:14 - Fear not, thou worm Jacob, and ye men of Israel; I will
help thee, saith the LORD, and thy redeemer, the Holy One of Israel.
Mark 9:44, 46, 48 - Where their worm dieth not, and the fire is not
quenched.
Yes there are scriptures on the grave which is hell but there's a lower
hell which is hellfire and it's not created yet (Revelations chapter
20).
