Assuming the story of Sodom, they were in danger of
rape, as far as the men trying to rape them knew and
the issue is the sin of the men. What happens in the
mind is a sin, not just the carrying out of the action.
Your logic is like saying no one who pulls a gun and
shoots should be locked up, if they didn't hit their
target.
