I believe it was JFK who-- after being sworn in and brief by the
outgoing President's cabinet -- commented, to the effect that if he
hadn't heard it himself, he would have never believed just how little
"real power" the American President truly has.
Interesting logic. Allow me to summarise:
1. Presidents are not all-powerful
2. I know this because I know someone who worked for JFK, and Kennedy once
screwed up over lighting a fire in a White House fireplace. And got into
the Missile Crisis, too.
3. Therefore, there is nothing that George W. Bush could have done to help
New Orleans.

legislation? Wouldn't you like a political chamber, where the likes of
William Clinton and George H. W. Bush, can pursue their political
careers, without anyone paying any attention?

I for one am working on a hurricane friendly home, though I'd prefer it if
those nasty 'canes kept their distance. Yes that's it. Friendly at a
distance, hostile up close.
My home will be hostile to hurricanes up close and to any church idiots who
