Catholics and Oneness take no offense. This article exposes the false
prophet and fake pastor Steve Winters who claims that Peter was given
the keys to the kingdom (hence Steve's authority to baptize and save
people). You Oneness people ought to have the man stripped of his
preaching credentials. He is your mess to clean up because you gave
him the job.
The Keys
Many false prophets are gone out into the world. A prophet is a
person that speaks for someone. The definition of a prophet comes
from the word of God. The word is first used in the Bible where it
speaks about Abraham, the man of his time that spoke for God.
Genesis 20:7 KJV
Now therefore restore the man [his] wife; for he [is] a prophet, and
he shall pray for thee, and thou shalt live: and if thou restore [her]
not, know thou that thou shalt surely die, thou, and all that [are]
thine.
Then of Aaron who spoke for Moses who spoke for God.
Exodus 7:1-2 KJV
1 And the LORD said unto Moses, See, I have made thee a god to
Pharaoh: and Aaron thy brother shall be thy prophet.
2 Thou shalt speak all that I command thee: and Aaron thy brother
shall speak unto Pharaoh, that he send the children of Israel out of
his land.
Aaron was a prophet because he spoke for Moses. Moses was a prophet
because he spoke for God. A false prophet is one who pretends to
speak for someone that he does not really speak for. More often than
not "false prophet" refers to a person who pretends to speak for God.
1 John 4:1 KJV
Beloved, believe not every spirit, but try the spirits whether they
are of God: because many false prophets are gone out into the world.
False prophets are led by spirits; not the spirit of the true God.
False prophets are led by spirits (plural) belonging to the god of
this world. True prophets of God are led by the spirit (singular).
Jesus Christ told us a way to identify false prophets.
Matthew 7:15-23 KJV
15 Beware of false prophets, which come to you in sheep's clothing,
but inwardly they are ravening wolves.
16 Ye shall know them by their fruits. Do men gather grapes of
thorns, or figs of thistles?
17 Even so every good tree bringeth forth good fruit; but a corrupt
tree bringeth forth evil fruit.
18 A good tree cannot bring forth evil fruit, neither [can] a corrupt
tree bring forth good fruit.
19 Every tree that bringeth not forth good fruit is hewn down, and
cast into the fire.
20 Wherefore by their fruits ye shall know them.
21 Not every one that saith unto me, Lord, Lord, shall enter into the
kingdom of heaven; but he that doeth the will of my Father which is in
heaven.
22 Many will say to me in that day, Lord, Lord, have we not
prophesied in thy name? and in thy name have cast out devils? and in
thy name done many wonderful works?
23 And then will I profess unto them, I never knew you: depart from
me, ye that work iniquity.
False prophets are known by their fruits; the product or quality of
their lives. The fruit of an apple tree is the apple that was
produced from all the nourishment that flowed through the roots,
trunk, branches, leaves, and stem to the blossom that became an apple.
A false prophet spews forth that which comes from within him that was
formed from the poisons that he has absorbed into his life and mind.
Garbage in = garbage out. That means that a false prophet got his
garbage from someone or something. He didn't think it all up himself.
A false prophet is the student of false teachers whether human or
spirits. What a false prophet speaks is false doctrine. Jesus said
beware of false prophets.
What follows is a study concerning the keys that Jesus spoke about in
Matthew 16:19.
Matthew 16:19 KJV
And I will give unto thee the keys of the kingdom of heaven: and
whatsoever thou shalt bind on earth shall be bound in heaven: and
whatsoever thou shalt loose on earth shall be loosed in heaven.
Jesus said, I will give thee the keys of the kingdom of heaven.
It is always best to read the word of God in context. Below is the
context in which Matthew 16:19 occurs in the Bible. Jesus speaking to
his disciples asked them "Whom do men say that I the Son of man am?"
The title "the Son of man" when used of Jesus Christ always has the
Article in the Greek and the word for man is always the Greek word
anthropos. When used of other men, as in Ezekiel, it never has the
Article. "The Son of man" is used in the context where a kingdom is
referred to as it is in the following passages where the kingdom of
the heavens and his kingdom are spoken of. The first man Adam was
given dominion over the works of the Creator and forfeited and lost
that dominion which is now in abeyance; no one son of Adam having any
right to universal dominion.
The Son of man came to regain dominion over the works of the Creator.
But he was crucified and did not gain dominion over the world which is
still ruled by the god of this world. At a future time spoken of in
the Gospels and the Revelation of Jesus Christ, the Son of man will
take back the dominion that was delivered to the God of his world by
Adam. The first Adam delivered dominion to the god of this world and
the Last Adam will take it back.
The context in which Jesus speaks to Peter about the keys speaks about
the kingdom that will be restored at some future time.
Matthew 16:13-28 KJV
13 When Jesus came into the coasts of Caesarea Philippi, he asked his
disciples, saying, Whom do men say that I the Son of man am?
14 And they said, Some [say that thou art] John the Baptist: some,
Elias; and others, Jeremias, or one of the prophets.
15 He saith unto them, But whom say ye that I am?
16 And Simon Peter answered and said, Thou art the Christ, the Son of
the living God.
17 And Jesus answered and said unto him, Blessed art thou, Simon
Barjona: for flesh and blood hath not revealed [it] unto thee, but my
Father which is in heaven.
18 And I say also unto thee, That thou art Peter, and upon this rock
I will build my church; and the gates of hell shall not prevail
against it.
19 And I will give unto thee the keys of the kingdom of heaven: and
whatsoever thou shalt bind on earth shall be bound in heaven: and
whatsoever thou shalt loose on earth shall be loosed in heaven.
20 Then charged he his disciples that they should tell no man that he
was Jesus the Christ.
21 From that time forth began Jesus to shew unto his disciples, how
that he must go unto Jerusalem, and suffer many things of the elders

from thee, Lord: this shall not be unto thee.
23 But he turned, and said unto Peter, Get thee behind me, Satan:

me, let him deny himself, and take up his cross, and follow me.
25 For whosoever will save his life shall lose it: and whosoever will
lose his life for my sake shall find it.
26 For what is a man profited, if he shall gain the whole world, and
lose his own soul? or what shall a man give in exchange for his soul?
27 For the Son of man shall come in the glory of his Father with his
angels; and then he shall reward every man according to his works.
28 Verily I say unto you, There be some standing here, which shall
not taste of death, till they see the Son of man coming in his
kingdom.
False prophets teach that Jesus appointed Peter to be head over the
church and that Jesus gave Peter the keys to the kingdom of heaven.
There is a sinister reason for developing this teaching. First, teach
that Peter was appointed head of the church. Then appoint a human
replacement for Peter when Peter died. This way a man stays head of
the church and rules the church as a god. That man having the
authority to decide who gains eternal life. Of course to get away
with that doctrine a second false doctrine has to be established. The
false prophet has to come up with a church that Peter could be the
head of and it cannot be the church that Jesus Christ is the head of
in the church epistles. So, they come up with a church called the
bride of Christ which does not exist. False prophets refer to this
false church as the holy mother church. Some people say that it is
the Catholic church; but in reality it is any group that portrays
itself to be the bride of Christ.
The word bride occurs in only in the Gospels and Revelation; not in
any other book of the New Testament. Here are the only five usages of
the word in the New Testament. In each case it is used in connection
with the bridegroom or husband. It is the wife of the Lamb. It does
not exist in the present but will exist in the future. I would be
remiss if I did not point out that the Greek word "numphe" which is
the word translated bride in the following verses is also used once in
Matthew and once in Luke where it is translated daughter in law; but
in those cases it is used in a different sense than in the five
passages below. In those cases it does not refer to the Lamb's wife.
John 3:29 KJV
He that hath the bride is the bridegroom: but the friend of the
bridegroom, which standeth and heareth him, rejoiceth greatly because
of the bridegroom's voice: this my joy therefore is fulfilled.
Revelation 18:23 KJV
And the light of a candle shall shine no more at all in thee; and the
voice of the bridegroom and of the bride shall be heard no more at all
in thee: for thy merchants were the great men of the earth; for by thy
sorceries were all nations deceived.
Revelation 21:2 KJV
And I John saw the holy city, new Jerusalem, coming down from God out
of heaven, prepared as a bride adorned for her husband.
Revelation 21:9 KJV
And there came unto me one of the seven angels which had the seven
vials full of the seven last plagues, and talked with me, saying, Come
hither, I will shew thee the bride, the Lamb's wife.
Revelation 22:17 KJV
And the Spirit and the bride say, Come. And let him that heareth say,
Come. And let him that is athirst come. And whosoever will, let him
take the water of life freely.
False prophets invented a church and put a man in charge of that
church; a man that they teach has the power to decide who will be
forgiven and who will live. Those that attend the false church are
taught they are to obey the man or suffer the consequences of death
and hell. I am not speaking about the Catholic church. I am speaking
about any and all denominations that appoint a man to be head of the
church called the bride of Christ.
False prophets are sneaky and they might not call their denomination
the bride. Take for example those that call themselves Oneness or
Apostolic who claim that only one of their appointed ministers may
baptize (and hence save) people. One of the more famous Oneness
Apostolic ministers calls himself Pastor Steve Winters. To get saved
you must be baptized by Steve Winters. If Steve Winters doesn't have
time to baptize you or doesn't like you; then you don't get saved and
end up dead and in hell.
False prophets such as Steve Winters derive their authority over life
and death and hell through Peter. To make their system work they have
to somehow appoint Peter to be the head of the church and somehow give
Peter the authority to determine who lives and dies. Then with
Peter's death they can assume his powers and rule people as if they
were appointed rulers by Jesus Christ. Jesus Christ did not appoint
Peter as head of the church and Jesus Christ did not give the keys to
the kingdom of the heavens to Peter. Jesus Christ did not delegate
authority to any man to rule over the church. Those gods who think
they have such power do not. Steve Winters may believe himself to be
a god with power to forgive sin and decide who lives and dies; but he
believes wrong.
Here is what Jesus said -
Matthew 16:18-19 KJV
18 And I say also unto thee, That thou art Peter, and upon this rock
I will build my church; and the gates of hell shall not prevail
against it.
19 And I will give unto thee the keys of the kingdom of heaven: and
whatsoever thou shalt bind on earth shall be bound in heaven: and
whatsoever thou shalt loose on earth shall be loosed in heaven.
The word Peter is translated from the Greek word petros. The word
rock is translated from petra. Petros is a piece of rock, a movable
rock, a pebble. Petra is a mass of rock an immovable rock. A massive
rock can be an unmovable foundation for a church but a loose pebble
does not make a sure foundation for a church. Jesus did not say, thou
are petros and upon you will I build my church. That is what false
prophets teach; but that is not what the words say because the word
rock is preceded by the word "this." Jesus said, upon "this rock" I
will build my church and the rock he referred to was the rock Jesus
Christ; not Peter the pebble.
Here are a couple other passages were Jesus used "this" to point to
Himself.
John 2:19 KJV
Jesus answered and said unto them, Destroy this temple, and in three
days I will raise it up.
John 6:58 KJV
This is that bread which came down from heaven: not as your fathers
did eat manna, and are dead: he that eateth of this bread shall live
for ever.
"This rock" which Jesus Christ spoke of was Himself. Jesus Christ
said that he would build his church upon Himself; not Peter the
vacillating disciple who ran hot one day and cold the next - not the
man Peter who Jesus praises in Matthew 16:17 and then rebukes seven
verses later in Matthew 16:23.

The Apostle Peter was a wonderful man who did much for the Lord Jesus
Christ; but he was not the man upon whom Christ would build his
church. The only man that could qualify for that job is Jesus Christ.
False prophets such as Steve Winter not only teach that Peter was the
head of the church; but that Peter as the head of the church was given
the keys to the kingdom of heaven. Is that what the verses in Matthew
say? No.

In the Greek the Article is used to place emphasis on the word kingdom
and the word heaven which is plural so that Matthew 16: 19 should read
"the kingdom of the heavens." Jesus told Peter that he would give him
the keys to the kingdom of the heavens. What are the keys and what is
the kingdom of the heavens? If I give you a set of keys, they are no
good to you unless you know what the keys open. If I hand you a key
to a car; don't you need to know which car it fits and where the car
is located before you can use the key? The context tells us what the
keys are and what the kingdom of the heavens is.
Steve Winters and other false prophets teach that Jesus Christ gave
Peter the keys to the kingdom of heaven and that on Pentecost Peter
used the keys to save people through water baptism. These doctrines
of men can get complicated. Another version teaches that Peter
exercised his power in Acts 2 in Israel and then in Acts 10 among the
Gentiles.
The conversation Jesus began with his disciples opens with "Whom do
men say that I the Son of man am?" and closes with "till they see the
Son of man coming in his kingdom." These are words that refer periods
of time called dispensations or administrations. When Jesus Christ
was on the earth the Law was in effect and to be saved a person had to
be saved in accordance with the Law. After His departure from the
earth a new way to be saved became available and that way to be saved
was made available to Jews and Gentiles that live during the
dispensation of grace. Below are the four usages of the word
dispensation in the Bible. Notice that the dispensation of the
fullness of times spoken of in Ephesians 1:10 and the dispensation of
grace spoken of in Ephesians 3:2 are two different dispensations. So
is the dispensation of God in Colossians 1:25. There is a very
important rule that one most understand when he reads the Bible;
"things that are similar are not identical."

That in the dispensation of the fulness of times he might gather
together in one all things in Christ, both which are in heaven, and
which are on earth; [even] in him:

If ye have heard of the dispensation of the grace of God which is
given me to you-ward:
Colossians 1:25 KJV
Whereof I am made a minister, according to the dispensation of God
which is given to me for you, to fulfil the word of God;
The dispensation of the fullness of times and the dispensation of
grace are similar in that they are both dispensations but not
identical because one is the dispensation that concerns the fullness
of times and the other the dispensation that concerns grace. They are
two different dispensations that exist in two different periods of
time; the first the future and the second the present. The first
looks forward to the bride while the second speaks of the bridegroom.
The bridegroom is Christ who is the head of the church and the church
is the body of Christ called the church of God with Christ as its head
where Christ orchestrates the movements of the body. The failure of
people to recognize the differences between the two dispensations has
resulted in many false doctrines including the ones I am addressing in
this article.
The problem with English version Bibles is that a Hebrew or Greek word
may be translated into more than one English word. The word
dispensation is translated from the Greek word oikonomia which is
translated "stewardship" and "dispensation" and "edifying" in the King
James Version. Oikonomia refers to an administration (of a household
or estate).
All three translations of "oikonomia" as "stewardship" occur in Luke.
Luke 16:1-4 KJV
1 And he said also unto his disciples, There was a certain rich man,
which had a steward; and the same was accused unto him that he had
wasted his goods.
2 And he called him, and said unto him, How is it that I hear this of
thee? give an account of thy stewardship; for thou mayest be no longer
steward.
3 Then the steward said within himself, What shall I do? for my lord
taketh away from me the stewardship: I cannot dig; to beg I am
ashamed.
4 I am resolved what to do, that, when I am put out of the
stewardship, they may receive me into their houses.
The context shows us that "stewardship" has to do with the
administration performed by a steward (an oikonomos), a distributor, a
manager, an overseer. A steward is an employee or agent of the owner
of the estate or business and acts in the best interests of the estate
owner. So when Paul spoke the following words what he was saying was
that Jesus Christ gave him the job of overseeing the administration of
grace.
Ephesians 3:2 KJV
If ye have heard of the dispensation of the grace of God which is
given me to you-ward:
The last usage of oikonomia occurs in the following passage where it
is translated "edifying."
1 Timothy 1:2-4 KJV
2 Unto Timothy, [my] own son in the faith: Grace, mercy, [and] peace,
from God our Father and Jesus Christ our Lord.
3 As I besought thee to abide still at Ephesus, when I went into
Macedonia, that thou mightest charge some that they teach no other
doctrine,
4 Neither give heed to fables and endless genealogies, which minister
questions, rather than godly edifying which is in faith: [so do].
Godly administration; Godly stewardship, Godly edifying is in faith
not in false doctrines which are fables and endless tracings which
bring questions.
I saved the usage of oikonomia translated dispensation in Colossians
until last because it speaks of a dispensation of God. Within that
section of scripture is mention of the mystery and it is the mystery
that needs to be unfolded to you for you to appreciate what the
dispensation of grace is all about.
One of the tricks of false prophets is to make doctrines mysterious,
secretive, knowable only by the elite members of the denomination that
they represent. The common people are too stupid to know the
mysteries; only the elitists of the group are to know the mysteries.
Poppycock, God would have all men saved and come unto a knowledge of
the truth and one can not come unto a knowledge of the truth if the
truth is hidden in mysteries. A mystery from the Greek musterion is a
secret.
Deuteronomy 29:29 KJV
The secret [things belong] unto the LORD our God: but those [things
which are] revealed [belong] unto us and to our children for ever,
that [we] may do all the words of this law.
The secret things belong to the Lord our God until they are revealed.
Then they belong to those they are revealed to and to their children
for ever. Once a secret is revealed it is no longer a secret. That
which was secret becomes common knowledge.
Isaiah 45:18-19 KJV
18 For thus saith the LORD that created the heavens; God himself that
formed the earth and made it; he hath established it, he created it
not in vain, he formed it to be inhabited: I [am] the LORD; and [there
is] none else.
19 I have not spoken in secret, in a dark place of the earth: I said
not unto the seed of Jacob, Seek ye me in vain: I the LORD speak
righteousness, I declare things that are right.
Isaiah 45:18 is one of the most revealing and most important verses of
Scripture in the Bible and every Christian should understand what it
teaches. But, we are talking about secrets and it is verse 19 that
contains the word. Lord God Himself did not speak in secret in a dark
place in the earth. He declares things that are right. Once he
declares things that are right; they are knowable to all those who
live on the earth. God reveals secret things. False prophets hide
things and call them secrets.
Daniel 2:20-22 KJV
20 Daniel answered and said, Blessed be the name of God for ever and
ever: for wisdom and might are his:
21 And he changeth the times and the seasons: he removeth kings, and
setteth up kings: he giveth wisdom unto the wise, and knowledge to
them that know understanding:
22 He revealeth the deep and secret things: he knoweth what [is] in
the darkness, and the light dwelleth with him.
God reveals the deep and secret things. False prophets hide truth or
surround truth in a smoke screen so that truth is not visible. Jesus
Christ was not secretive.
John 18:20 KJV
Jesus answered him, I spake openly to the world; I ever taught in the
synagogue, and in the temple, whither the Jews always resort; and in
secret have I said nothing.
Now we get to the mystery that was kept secret from the foundation of
the world, the mystery that even Jesus Christ did not know until after
his ascension. It was kept secret because had the princes of this
world knew it, they would not have crucified the Lord of glory and we
would be without a means of redemption.
1 Corinthians 2:7-8 KJV
7 But we speak the wisdom of God in a mystery, [even] the hidden
[wisdom], which God ordained before the world unto our glory:
8 Which none of the princes of this world knew: for had they known
[it], they would not have crucified the Lord of glory.
Paul touches on the mystery in Romans and then unfolds it in
Ephesians. Simply put the mystery is that the Jews and Gentiles could
be fellow heirs and of the same body and partakers of the promise in
Christ. There would be one body with Christ as its head. It would be
the church of God made up of Jews and Gentiles who confessed Jesus as
Lord and who believed that God raised Jesus from the dead.
Romans 16:25-26 KJV
25 Now to him that is of power to stablish you according to my
gospel, and the preaching of Jesus Christ, according to the revelation
of the mystery, which was kept secret since the world began,
26 But now is made manifest, and by the scriptures of the prophets,
according to the commandment of the everlasting God, made known to all
nations for the obedience of faith:
Ephesians 1:9-10 KJV
9 Having made known unto us the mystery of his will, according to his
good pleasure which he hath purposed in himself:
10 That in the dispensation of the fulness of times he might gather
together in one all things in Christ, both which are in heaven, and

2 If ye have heard of the dispensation of the grace of God which is

which from the beginning of the world hath been hid in God, who
created all things by Jesus Christ:
10 To the intent that now unto the principalities and powers in
heavenly [places] might be known by the church the manifold wisdom of

The dispensation of grace is the period of time we live in now where
Jews and Gentiles are saved by grace through the faith of Jesus Christ
by confessing Jesus as Lord and believing that God raised Jesus from
the dead. The dispensation of the fullness of times is still future
when he shall gather together in one all things in Christ, both which
are in heaven, and which are on earth; [even] in him.
Ephesians unfolds what the mystery is. Colossians tells us about the
riches of the mystery.
Colossians 1:25-27 KJV
25 Whereof I am made a minister, according to the dispensation of God
which is given to me for you, to fulfil the word of God;
26 [Even] the mystery which hath been hid from ages and from
generations, but now is made manifest to his saints:
27 To whom God would make known what [is] the riches of the glory of
this mystery among the Gentiles; which is Christ in you, the hope of
glory:
Had the princes of this world known the mystery they would not have
crucified the Lord of glory. But because they did and because raised
Jesus from the dead Jews and Gentiles became eligible to be saved by
grace into the one body of Christ which is the church of God (not the
denomination by that name). The riches of that mystery is "Christ in
you, the hope of glory." Before the princes of the world had only one
Christ to contend with. Now wherever a disciple of Christ stands,
Christ stands. They had one Christ to contend with and now they have
millions of Christs to contend with.
So, did Jesus give Peter the keys and did Peter use the keys? Not if
all of the above is true. The mystery was revealed to the Apostle
Paul, not Peter. It was Peter who converted the first Gentiles to the
church of God; but he did so not knowing the mystery that was revealed
later to Paul.
The word keys only occurs twice in the New Testament. Jesus said
before his resurrection that he would give the keys of the kingdom of
the heavens to Peter. Jesus Christ did not say that he possessed the
keys to give to Peter at the time he spoke to Peter. Jesus spoke of a
future time because Jesus said "I will give" unto thee the keys. The
context of Matthew 16 speaks about a future kingdom that exists in the
dispensation of the fulness of times; not the dispensation of grace.

whatsoever thou shalt loose on earth shall be loosed in heaven.
Revelation 1:18 KJV
I [am] he that liveth, and was dead; and, behold, I am alive for
evermore, Amen; and have the keys of hell and of death.
Jesus will have the keys to hell and death. Peter will have the keys
to the kingdom of the heavens. What are the keys? Keys are put by

about Christ without reaping immediate consequences because man judges

When the Lord's day comes, things get a tougher for those living on he
